CONCEPT OF TERRITORIAL DEVELOPMENT OF THE REPUBLIC OF UZBEKISTAN: DEVELOPMENT METHODOLOGY AND IMPLEMENTATION MECHANISMS

The article presents a scientifically based methodology for developing the concept of territorial development of the Republic of Uzbekistan. Theoretical approaches to spatial planning are investigated, including the growth poles concept, central places theory, and polycentric development models. The author proposes a scientifically based typology of Uzbekistan regions with identification of six types of territories: central capital region, growth poles of national importance, advanced development regions, structural modernization territories, priority state support regions, and environmental rehabilitation territories. For each type, specific development priorities, support instruments, and target indicators are defined. A system of target indicators for the territorial development concept has been developed, including economic, social, infrastructure, and environmental indicators. The mechanisms for implementing the concept through a system of state programs, investment projects, and institutional reforms are substantiated. The principles for developing the concept are defined: balance, polycentricity, territorial connectivity, sustainability, consideration of regional specifics, and inclusivity.

This article is aimed at studying the introduction of the “Open banking” business model into the financial sector of Uzbekistan as one of the strategic mechanisms ensuring the digital transformation of the economy. This model allows for the development of innovations, increased competition in the banking services market, and improved the quality of financial services provided to the population. The concept of “Open Banking” was studied with an emphasis on world practice and the experience of Great Britain, and the activities of banks operating in an open system were analyzed. Also, issues such as creating a reliable regulatory framework, strengthening security and confidentiality measures, and developing cooperation between banks, fintech companies, and regulators were studied. The purpose of the article is to draw attention to the expected risks, along with demonstrating the economic opportunities of the “Open Banking” business model in the process of its gradual implementation.

LEGAL AND INSTITUTIONAL FRAMEWORK FOR THE INTRODUCTION OF ISLAMIC FINANCE IN UZBEKISTAN: OPPORTUNITIES, CHALLENGES AND PROSPECTS

This article explores the necessity of introducing an Islamic finance system in Uzbekistan, as well as analyzing the current legal frameworks and institutional environment. Islamic finance operates in accordance with Sharia principles, which prohibit interest (riba), gambling (maisir), and excessive uncertainty (gharar). Although Islamic finance is a relatively new concept in Uzbekistan, the demand for fair, ethical, and Sharia-compliant financial services is steadily increasing, particularly among the predominantly Muslim population. The article examines the core principles of Islamic finance and highlights financial instruments such as sukuk, mudarabah, and musharakah. It also discusses the legal mechanisms required to implement them effectively. The existing gaps in national legislation, the insufficient development of regulatory bodies, and international best practices are assessed in the context of Uzbekistan. Finally, the article proposes conceptual recommendations to support the establishment and sustainable growth of an Islamic financial system in the country.

Investment is viewed as a key factor in transforming scientific ideas into new products and technologies. Scientific and theoretical approaches to the relationship between investment and innovation (Schumpeter, Drucker, the concept of national innovation systems, and endogenous growth models) are discussed. The legislative framework of the Republic of Uzbekistan is examined from a legal perspective, including the Laws "On Investments and Investment Activities" (2019), "On Innovation Activities" (2020), and the Innovative Development Strategy for 2022-2026. Venture capital financing mechanisms, regulatory testing platforms for startups, and international experience are discussed. The need for a comprehensive approach combining government support, private capital, and legal guarantees to ensure sustainable innovative growth is emphasized.

Since the 1980s, the Just-in-Time concept and APS (Advanced Planning and Scheduling) systems have been shown to be an important factor in improving the efficiency of logistics processes. The Supply Chain Management (SCM) approach proposes to manage logistics processes as a single system to achieve strategic efficiency. The article discusses China's research in the field of logistics and its unique approaches to it, as well as its adaptation to international standards. In particular, practical experiences in resource management, cooperation with suppliers, and opportunities for creating economic benefits are presented.
