The article studies the issue of assessing the effectiveness of education quality management in higher education institutions based on the primary employment of graduates. The sharp increase in the number of institutions, students and graduates in the higher education system of Uzbekistan in 2015–2025 has increased the need to assess the quality of education not only through internal processes, but also through results in the labor market. The study establishes the primary employment of graduates by personnel customers as an external indicator of the practicality of educational programs, their compliance with the needs of employers and the effectiveness of management decisions. The econometric approach shows the possibility of assessing institutional, resource and labor market factors affecting this indicator. The results justify the need to develop education quality management through KPIs, forecasting, targeted resource allocation, and improved cooperation with employers. The results of the article have practical significance for strengthening employment monitoring and making strategic decisions
The article covers the issues of improving the knowledge and professional level of training of personnel for small businesses engaged in innovative activities, assessment of the education system, a systematic approach to improving the quality of education, the role of the education market in improving the quality of the education system, the use of the capabilities of the non-state education system in improving the quality of education and developed recommendations for improving the quality of education in Uzbekistan.
This article explores the application of Total Quality Management (TQM) principles in higher education institutions. TQM is a management philosophy emphasizing continuous improvement, customer satisfaction, and employee involvement. The study analyzes the implementation of TQM in the higher education system, its benefits, and the challenges encountered. The findings, based on a case study approach, indicate that when effectively implemented, TQM principles can significantly enhance the quality of education and institutional management. However, successful implementation requires strong leadership, cultural change, and stakeholder engagement.
This article analyzes the impact of digital technologies on improving the efficiency and quality of educational services in higher education. This article examines the impact of public finance and international credit resources on the education system through a comprehensive analytical approach. The study substantiates the role of financial mechanisms in improving educational quality, developing infrastructure, and fostering human capital formation. Particular attention is given to evaluating the effectiveness of international loans provided by financial institutions and their integration into national education systems. The findings indicate that diversification of funding sources contributes to the sustainable development of education; however, the efficiency of resource utilization largely depends on the effectiveness of governance frameworks. The article analyzes the trend in the development of higher education marketing in Uzbekistan at the present stage, which showed a significant increase in the number of universities and students enrolled in them, while reducing the proportion of students per teacher, which indicates an increase in the efficiency of the resources of the higher education system, reflecting the effectiveness of ongoing reforms. The main goal of the latter is to increase the accessibility and quality of higher education, integrate the national system into the international educational space, train personnel in demand in the labor market, which is designed to ensure the further development of the socio-educational sphere of Uzbekistan.

Thisscientific article comprehensively analyzes the main factors affecting the employment of competent specialists in the labor market. The study examines the relationship between the requirements of the labor market in the modern economic environment, the efficiency of the higher education system, the level of professional and practical competencies, digital skills, employers' requirements for personnel and state employment policy. The Ministry of Employment and Labor Relations of the Republic of Uzbekistan and the State Statistics Committee, reports of international organizations (ILO, OECD, World Bank) and the results of a survey among 300 graduates of higher educational institutions. The article argues that, along with theoretical knowledge, practical training, flexibility, initiative and the ability to work with modern technologies are important factors in increasing the competitiveness of competent specialists. The relative weighting of the factors affecting employment was quantified using correlation and regression analysis. The article concludes with scientific and practical conclusions and proposals aimed at increasing the share of qualified personnel in the labor market, expanding the employability of graduates and strengthening the integration of education with practice
The study emphasizes the necessity of assessing the economic, social, and institutional returns of borrowed funds. In particular, investments directed to the transport-logistics and energy sectors created synergistic effects in the national economy, while funds allocated to water supply, healthcare, and education sectors had a positive impact on the living standards and human capital development. Public-private partnership (PPP) mechanisms are considered an effective tool for developing local infrastructure, attracting investments and improving the quality of services. This article assesses the state of application of the PPP system in the Kashkadarya region, analyzes existing projects and assesses their economic and social effectiveness. The study used a systematic approach based on documentary sources, official statistics, international experience and opinions of local experts. The results showed that PPPs play a significant role in the region's infrastructure sectors, in particular, healthcare, education and energy. At the same time, areas for improvement were developed based on an analysis of existing institutional barriers and investment risks
