The article analyzes the trend in the development of higher education marketing in Uzbekistan at the present stage, which showed a significant increase in the number of universities and students enrolled in them, while reducing the proportion of students per teacher, which indicates an increase in the efficiency of the resources of the higher education system, reflecting the effectiveness of ongoing reforms. ECONOMETRIC ASSESSMENT OF THE EFFECTIVENESS OF EDUCATION QUALITY MANAGEMENT IN HIGHER EDUCATION INSTITUTIONS BASED ON THE PRIMARY EMPLOYMENT OF GRADUATES

The article studies the issue of assessing the effectiveness of education quality management in higher education institutions based on the primary employment of graduates. The sharp increase in the number of institutions, students and graduates in the higher education system of Uzbekistan in 2015–2025 has increased the need to assess the quality of education not only through internal processes, but also through results in the labor market. The study establishes the primary employment of graduates by personnel customers as an external indicator of the practicality of educational programs, their compliance with the needs of employers and the effectiveness of management decisions. The econometric approach shows the possibility of assessing institutional, resource and labor market factors affecting this indicator. The results justify the need to develop education quality management through KPIs, forecasting, targeted resource allocation, and improved cooperation with employers. The results of the article have practical significance for strengthening employment monitoring and making strategic decisions

This article is dedicated to the consideration of important issues of increasing the level of financial literacy in the educational system of Uzbekistan, especially in school education, and to the study of advanced foreign experiences. In the article, the financial literacy programs of Finland and the Russian Federation are analyzed and ways of their adaptation to the conditions of Uzbekistan are studied. Emphasizing that financial literacy has a positive effect on the economic stability and well-being of the population, the research notes the need for public and private sector cooperation, the organization of special courses and training in educational institutions, as well as the use of modern technologies and interactive methods. Proposals and recommendations developed on the basis of the experiences of Finland and the Russian Federation are of great importance in the formation of practical programs aimed at increasing financial literacy in the school education system of Uzbekistan.

This article examines the impact of public finance and international credit resources on the education system through a comprehensive analytical approach. The study substantiates the role of financial mechanisms in improving educational quality, developing infrastructure, and fostering human capital formation. Particular attention is given to evaluating the effectiveness of international loans provided by financial institutions and their integration into national education systems. The findings indicate that diversification of funding sources contributes to the sustainable development of education; however, the efficiency of resource utilization largely depends on the effectiveness of governance frameworks. This article analyzes the institutional significance of professional standards and qualification assessment centers within the national qualification system, as well as their role in the labor market and education system. During the study, the current state of the activities of industry councils, the development of professional standards, and mechanisms for independent assessment of qualifications were studied. Additionally, quantitative indicators of the activities of qualification assessment centers and industry councils were analyzed, and the system’s strengths and weaknesses were evaluated based on a SWOT analysis. As a result of the study, the necessity of regularly updating professional standards in the national qualification system, improving the activities of assessment centers, and strengthening cooperation between employers and educational institutions was substantiated. At the same time, scientific and practical recommendations have been developed for the implementation of international experience and the development of digital assessment systems

CONSTRUCTION AND IMPLEMENTATION OF AN INTELLIGENT CAREER ASSESSMENT E-COMMERCE PLATFORM: A PRACTICE FRAMEWORK FROM DEMAND SCENARIOS TO PROTOTYPE VALIDATION

In the overlapping context of local culture and the digital economy, combining career assessment tools with the logic of e-commerce platforms is becoming an important direction for improving career guidance and person–job matching services. This paper adopts a design science research approach and takes a WeChat mini-program–based intelligent career assessment e-commerce platform as its artefact. It proposes a three-stage practice framework moving from demand scenarios to system architecture and then to prototype validation. First, based on interviews and field observation, platform demand is structured into three representative scenarios educational progression, career adjustment, and institutional projects and corresponding assessment products and service bundles are designed. Second, following the idea of “assessment system + order system + channel system”, a minimal yet complete platform prototype is implemented that integrates online assessment, automatic report generation, QR-code key activation, institutional back-end management, and basic channel analytics. Third, using small-sample pilot data (each project with fewer than 80 participants) from two schools and one career-education institution, the study calculates key indicators such as activation rate, completion rate, paid conversion rate, and self-reported decision clarity, and briefly illustrates how the platform is used in typical situations. Results suggest that the proposed platform design is technically feasible and operationally valuable for improving user self-understanding, service delivery efficiency, and channel conversion, while also revealing room for improvement in report expression, user journey design, and stakeholder incentives. The contribution of this study lies mainly in offering an actionable, mid-level pathway from local career assessment models to a workable minimum viable product, and in providing a structured blueprint for institutions planning similar platforms.

THEORETICAL FOUNDATIONS, PRACTICAL FORMS, AND ANALYSIS OF THE IMPACT OF IMPLEMENTING SCHOOL-BASED MANAGEMENT (SBM) IN THE EDUCATION SYSTEM ON STUDENT ACHIEVEMENT

School-Based Management (SBM) represents a form of decentralization of central government authority to the school level, aimed at enhancing the efficiency and competitiveness of the education system. Theoretically, SBM is grounded in three key institutional incentives: choice and competition, school autonomy, and accountability. Its practical forms vary according to the scope of authority (weak/strong) and the decision-making actors (administrative, professional, community, or balanced). Research conducted on the implementation of marketing services and strategic management in the governance of general secondary schools (GSS) in Uzbekistan demonstrates that the effectiveness of managerial activities of school leaders can be increased by 15% to 22%. It is also emphasized that significant positive effects of SBM reforms on student achievement require a longer timeframe (5 to 8 years), as well as the continuous development of managerial competencies among school leaders.

FACTORS AFFECTING THE EMPLOYMENT OF COMPETENT SPECIALISTS IN THE LABOR MARKET

This scientific article comprehensively analyzes the main factors affecting the employment of competent specialists in the labor market. The study examines the relationship between the requirements of the labor market in the modern economic environment, the efficiency of the higher education system, the level of professional and practical competencies, digital skills, employers' requirements for personnel and state employment policy. The Ministry of Employment and Labor Relations of the Republic of Uzbekistan and the State Statistics Committee, reports of international organizations (ILO, OECD, World Bank) and the results of a survey among 300 graduates of higher educational institutions. The article argues that, along with theoretical knowledge, practical training, flexibility, initiative and the ability to work with modern technologies are important factors in increasing the competitiveness of competent specialists. The relative weighting of the factors affecting employment was quantified using correlation and regression analysis. The article concludes with scientific and practical conclusions and proposals aimed at increasing the share of qualified personnel in the labor market, expanding the employability of graduates and strengthening the integration of education with practice

A COMPARATIVE ANALYSIS OF INNOVATION EFFICIENCY IN UZBEKISTAN

This study assesses Uzbekistan’s innovation efficiency from 2020 to 2025 using Global Innovation Index (GII) data and compares it with global leaders (Switzerland, Sweden, USA), top overperformers (India, Vietnam, Morocco), and regional peers (Kazakhstan, Azerbaijan). Although Uzbekistan’s overall GII rank improved to 79th in 2025, its innovation outputs remain far below inputs, resulting in an average efficiency gap of 23 ranks. The three countries of India, Vietnam, and Morocco achieve better results than expected based on their input levels, but Kazakhstan and Azerbaijan produce outcomes that fall short of their potential. The main challenge for Uzbekistan is not investment levels but weak conversion of inputs into outputs, due to limited R&D commercialization, weak industry–research linkages, and low high-tech exports. The research suggests Uzbekistan should improve its national innovation system coordination through targeted foreign investment and venture financing for selected sectors to build an innovation-based economy

Particularly, such technologies enable personalized learning tailored to individual needs, offering solutions that meet learners’ requirements on an individual basis. This article analyzes the advanced experiences of foreign countries in continuously developing managerial competencies through adaptive, mass, and electronic education systems, including the use of AI technologies. The research findings highlight the need for digital transformation in the process of developing competencies of managerial personnel working in public service in the Republic of Uzbekistan. It discusses the integration of AI tools into this system, the potential for digital governance, and its economic efficiencies.
