Therefore, the effective use of AI and Data Science technologies opens up opportunities for making data-based management decisions, while Project Management methods serve to effectively organize projects and coordinate teamwork. This article analyzes the methodologies for managing the financial resources of local budgets in the context of regional socio-economic development. First, within the framework of fiscal centralization and decentralization principles, it examines local budgets’ independent revenue sources, share-based taxes, and the mechanism of transfers allocated from the central government. Next, based on the principles of medium-term budget planning, ensuring budget balance, and performance-oriented budgeting, it presents methods for effective on-site resource allocation. Furthermore, by enhancing participatory budgeting and public involvement, the study explores how transparency and control over local financial resource use are strengthened. The article also discusses approaches to reducing socio-economic disparities between regions through general (free) transfers, the subvention-grant system, and horizontal equalization instruments. Additionally, it investigates the impact of tax reforms, investment financing, and risk management methods on the sustainability of local budgets. The research concludes with practical recommendations for improving local budget management methodologies—introducing a formula-based transfer mechanism, expanding interactive budget portals, and enabling the issuance of local bonds. Based on applied research and official statistics, the article aims to identify effective tools for financing regional development strategies.

In today's economic conditions, especially for enterprises with large production volumes, along with net profit, the proper organization of real cash flows is one of the main factors of financial security. The study examined the dynamics of cash flow indicators, their relationship with the level of debt, profitability, and solvency. In particular, the possibilities of a real assessment of the financial condition of a joint-stock company through the efficiency of net cash flow, profitability, and solvency coefficients are revealed. Based on the results of the article, conclusions and proposals were developed, aimed at improving the mechanisms of financial management for joint-stock companies.

The main components of the housing problem in the Republic of Uzbekistan, problematic situations of the housing stock, which are complex in nature, are identified. The state of development in the industry is analyzed based on conducted research, statistical data, opinions of international and local economists, as well as current trends in practice. Aspects such as ambiguity in the distribution of powers, lack of transparency, weak coordination between institutions, and lack of trust regarding existing problems in the management system are analyzed. Using the example of the E-auction platform, the importance of effective institutional reform is demonstrated, and institutional solutions and recommendations necessary for the sustainable development of the real estate market are developed.

The article explores the theoretical and practical aspects of strategic planning as the tool for ensuring the effective development of the industrial sector in the Republic of Uzbekistan. The article analyzes the economic significance and effectiveness of the use of external debt in financing infrastructure projects in Uzbekistan. The study examined the role of external debt resources in the development of energy, transport, utilities and water management infrastructure. It also analyzed the multiplier effect of infrastructure investments on economic growth, institutional problems in financing investment projects and opportunities for the effective use of external debt. The results of the study showed that improving investment assessment mechanisms, expanding public-private partnerships and effective management of the external debt portfolio are of great importance in financing infrastructure projects. This article examines the issues of assessing organizational and economic efficiency and analyzing human resource policy in toy manufacturing enterprises. The research focuses on the activities of “Green Line Toys” LLC and “Toys City” LLC. The study analyzes workforce size, age and position structure, wage policy, management costs, and financial performance over the period 2021–2025. Economic-statistical, comparative, and dynamic analysis methods were applied in the research process. The findings indicate that significant changes in workforce size and structure particularly during periods of intensified automation have a direct impact on the financial stability and profitability of enterprises. The study confirms that a balanced HR policy and effective optimization of management costs play a crucial role in improving organizational and economic efficiency

This article examines the key risks faced by banks in forming green credit portfolios and identifies effective strategies for risk management. Drawing on international experience, the study analyzes the nature of credit, climate, transition, technological, operational, market, and greenwashing risks. The findings demonstrate that green loans possess a more complex risk profile compared to traditional lending and require the implementation of environmental taxonomies, energy-efficiency certification, independent audits, and state-supported financing mechanisms. For Uzbekistan, adopting these tools can improve the quality of bank credit portfolios, reduce environmental risks, and accelerate the country’s green economic transition.
