This study assesses Uzbekistan’s innovation efficiency from 2020 to 2025 using Global Innovation Index (GII) data and compares it with global leaders (Switzerland, Sweden, USA), top overperformers (India, Vietnam, Morocco), and regional peers (Kazakhstan, Azerbaijan). Although Uzbekistan’s overall GII rank improved to 79th in 2025, its innovation outputs remain far below inputs, resulting in an average efficiency gap of 23 ranks. The three countries of India, Vietnam, and Morocco achieve better results than expected based on their input levels, but Kazakhstan and Azerbaijan produce outcomes that fall short of their potential. The main challenge for Uzbekistan is not investment levels but weak conversion of inputs into outputs, due to limited R&D commercialization, weak industry–research linkages, and low high-tech exports. The research suggests Uzbekistan should improve its national innovation system coordination through targeted foreign investment and venture financing for selected sectors to build an innovation-based economy

The article substantiates a territorially-oriented mechanism for financing innovation activity based on targeted deductions of enterprises from the corporate profit tax. The relevance of the study stems from the high territorial concentration of the innovation potential of the Republic of Uzbekistan in the capital region against the background of low innovation activity of enterprises in the regions. The author proposes the formation of local territorial innovation funds at the district level through the redistribution of 1 % of the enterprises' profit tax without increasing the aggregate tax burden. Based on official statistics on 12,239 enterprises of the Syrdarya region, the potential volume of the funds is estimated by districts and economic sectors. The procedures of fund formation, governance and allocation are described; the model is compared with international analogues (Hungary, Brazil, the USA) and with the cluster model of innovation development; advantages, risks and ways to mitigate them are assessed

In this article, theoretical and methodological aspects of the management of production potential at enterprises of the food industry are studied. During the study, a systematic analysis of the economic essence of the concept of production potential, its structural elements, factors of formation and development and the scientific views of foreign and domestic scientists on management mechanisms was carried out. Based on a comparative analysis of existing theoretical approaches to production potential, the definition of authorship was proposed and based on the fact that this category is a complex system consisting of material and technical, labor, financial, innovation, intellectual and digital components. It is based on the fact that the improvement of scientifically based mechanisms for assessing and managing production potential at enterprises of the food industry is an important condition for ensuring the safety of the country's food, expanding the production of import substitutes and increasing export potential. The main problem of the article is the need for equal development of capacity between regions and the effective use of human resources, the development of strategies aimed at increasing the capabilities of the population in different areas, while ensuring the general well-being of society. The paper uses pictorial statistics, the Pearson correlation test, and regression analysis, and consequently shows human capacity building through education, health care, job creation, and the development of innovation in the industry. From this point of view, from a scientific and practical point of view, recommendations have been developed for the effective management of resources in the field of economic development and industry in the regions.

This article analyzes the current state of the establishment and development of Special Economic Zones (SEZs) in Uzbekistan. This article provides a scientific analysis of the role of the informatization process in societal development, as well as its impact on economic, social, and spiritual life. The widespread implementation of information and communication technologies (ICT), the process of "digital transformation," and their role in radically changing social relations are examined and analyzed. The research employed methods of literature review, comparative analysis, and a systematic approach. The results indicate that countries with a high level of informatization experience accelerated economic growth rates, enhanced effectiveness of social management, and a highly developed intellectual potential of the population.

The article provides a profound analysis of scientific schools, various theoretical perspectives on economic development, and their impact on economic growth. In particular, within the framework of classical, neoclassical, and modern endogenous growth theories, the sources of economic growth, capital accumulation, labor productivity, innovation, and the role of human capital development are substantiated. The article describes the meaning, essence and mechanisms for the implementation of innovative digital technologies in simplifying financial management and increasing the efficiency of small businesses. By introducing innovative technologies into small business processes, a synthesis of conditions for systemic management was carried out. Innovative development of small businesses, the innovative environment and the potential for innovation are considered and, based on this, are an important factor. The possibilities of accelerating business processes, reducing costs and increasing the level of accuracy and transparency of financial relations are analyzed.

This article examines the system of factors determining the effectiveness of financial resource management in higher education institutions. The expansion of higher education enrollment, changes in the proportion of government-funded and tuition-based financial resources, and the growing need to finance research and innovation activities require a qualitative improvement in financial management. The purpose of the study is to systematize the factors affecting the formation, allocation, and control of financial resources and to develop an integrated assessment methodology. The research applies a systems approach, comparative analysis of regulatory and legal documents, the indicator method, the Analytic Hierarchy Process (AHP), normalization techniques, and sensitivity analysis. The findings classify the influencing factors into five interrelated groups: the institutional and regulatory environment, diversification of funding sources, the quality of internal financial management, the efficiency of resource allocation, and transparency and financial risk management. Based on these groups, a Financial Resource Management Efficiency Index for higher education institutions is proposed. The index can be used to diagnose the financial sustainability and development potential of higher education institutions, identify priority expenditure areas, and improve the quality of managerial decision-making. The research findings may also be applied in developing medium-term financial plans, introducing responsibility centers for budgetary and extra-budgetary funds, and establishing internal financial monitoring systems
