ECONOMIC MECHANISM OF FINANCING PRIVATE UNIVERSITIES: STRUCTURAL AND INSTITUTIONAL ANALYSIS AND ECONOMETRIC MODELING OF COSTS

This article considers the theoretical and methodological foundations of the formation and modernization of the economic mechanism for providing financial support to non-state higher education institutions from the perspective of a systematic approach. In the context of deep institutional changes in the educational services market in developing countries, the search for optimal models for the financial sustainability of private educational corporations is becoming increasingly important. An in-depth financial and economic analysis of the structure of gross revenues, operating expenses and consolidated net profit was conducted for six major higher education market participants in the Kashkadarya region based on verified empirical data for 2025. Using applied econometric modeling methods, the author identified and estimated the short-term cost function of the private academic sector using the classical ordinary least squares (OLS) method. A highly significant correlation was found between the total operating costs and the scale of gross income of educational institutions R^2 = $0.95, p<0.001, which indicates the absence of clear economies of scale at the current stage of market institutionalization due to strict institutional constraints and market institutionalization. Conceptual frameworks for reforming the economic mechanism at the macro and meso levels are proposed, including public-private partnerships, tax subsidies, and diversification of financial flows

EVALUATION OF THE EFFICIENCY OF PUBLIC PROCUREMENT ACTIVITIES OF GOVERNMENT CUSTOMERS

The efficiency of public procurement activities of government customers is a key factor in ensuring the rational use of budgetary funds and improving the effectiveness of the public finance system. In the context of the digital transformation of the economy and the increasing complexity of the institutional environment, there is a growing need for a comprehensive evaluation of procurement activities that takes into account not only financial outcomes but also process-related, human resource, and strategic aspects. This article examines theoretical and methodological approaches to assessing the efficiency of public procurement activities of government customers. Based on an analysis of international research, the necessity of moving from narrowly focused financial criteria toward a multidimensional system of indicators integrating economic, process, institutional, and labor-related parameters is substantiated. Particular attention is paid to indicators characterizing operating costs, labor productivity of procurement units, as well as the structure and concentration of suppliers.


The proposed system of indicators makes it possible to identify reserves for improving procurement efficiency, optimize the use of financial and human resources, and enhance the transparency and manageability of procurement processes. The results of the study may be used by government customers in the development of key performance indicators (KPIs), the improvement of monitoring mechanisms, and the formulation of strategies for the development of the public procurement system

STATE AND DEVELOPMENT PROSPECTS OF THE ORGANIZATION OF DIGITAL FINANCIAL SERVICES OF COMMERCIAL BANKS

This article discusses strategies for the development of financial services in commercial banks in order to increase their competitiveness, efficiency and value proposition. In an era characterized by global technological development and changing customer preferences, commercial banks face the need to innovate and adapt to changing market demands. The article notes that today, when digital technologies are rapidly developing, the banking sector is reorganizing its activities in accordance with modern requirements. The digital financial services offered by commercial banks serve not only to meet the needs of customers, but also to improve the quality of banking services, reduce operating costs and increase competitiveness.
The process of developing digital financial services by commercial banks has been gradual for many years, depending on technological progress, changes in customer requirements and the development of global financial markets. The implementation of these strategies will help commercial banks take a leading position in the financial services sector, stimulate business growth and achieve broader goals of economic prosperity and social well-being.
