SCIENTIFIC FOUNDATIONS FOR ASSESSING TERRITORIAL DEVELOPMENT POTENTIAL AND FORMULATING SUSTAINABLE DEVELOPMENT STRATEGIES

The article examines the scientific foundations for assessing territorial development potential and formulating sustainable development strategies. The concept of “territorial potential” is interpreted as an integrated system of natural, economic, demographic, infrastructural, and institutional components whose interaction determines the long-term sustainable growth of regions. The dynamic nature of territorial potential and the need for its continuous monitoring and reassessment within strategic governance are substantiated. Based on the analysis of interregional disparities, structural economic transformations, investment flows, and sectoral diversification, the study highlights the importance of a differentiated approach to regional development strategies. The findings confirm that a comprehensive assessment of territorial potential provides a methodological basis for defining strategic priorities, allocating resources efficiently, and ensuring balanced sustainable regional development.

THE ROLE OF INNOVATION POLICY IN ACCELERATING REGIONAL SOCIO-ECONOMIC DEVELOPMENT

This article scientifically examines the role of innovation policy in accelerating regional socio-economic development. In the context of globalization and digital transformation, it emphasizes that third-generation policies aligned with regional innovation systems (RIS) and the United Nations Sustainable Development Goals (SDGs) serve as a key factor in ensuring economic growth. The study is based on systematic literature review (SLR) methodology and analyzes a number of research works published in recent years in the Scopus, Web of Science, and ResearchGate databases. The results indicate that innovation policy, as exemplified by the European Union (S3 strategies) and China (MLP programs), increases GRDP by 5-15%, enhancing employment and competitiveness, although institutional constraints and polarization risks persist in less developed regions. The conclusion demonstrates that the effectiveness of the policy depends on R&D investments and university-industry collaboration. Among the recommendations are increasing subsidies and introducing flexible conditions, while future research should focus on developing countries.

GASTRONOMIC TOURISM AS A STRATEGIC DRIVER OF TOURISM DEVELOPMENT IN UZBEKISTAN

This study explores the position of gastronomic tourism as a strategic tourism development factor in Uzbekistan. It discusses the application of tourism industry resource potential, such as public catering services, and its impact on economic growth. The research indicates how an increase in cultural awareness and purchasing power of the population, coupled with a growing number of foreign tourists, has created favorable conditions for the development of gastronomic tourism. Utilizing qualitative and quantitative research like sociological surveys and economic analysis, the study concludes that food culture traditions, human capital, and new technology are key drivers of competitiveness in the tourism business. Restaurant businesses are increasingly inclined to be both service enterprises and cultural ambassadors, thereby enhancing the destination's reputation. The study concludes that with focused investment and innovative development, Uzbekistan can become one of the globe's leading gastronomic tourism centers along the Silk Road.

In Uzbekistan, enhancing the role of independent (objective) rating agencies in the development of the valuation services market is a key factor for economic transparency, attracting investment, and improving the global competitiveness of businesses. This article examines the legislative efforts in the field of valuation in the Republic of Uzbekistan, the critical issues in ensuring the independence of rating agencies, the need to align with international standards (such as RICS, REV), and the effectiveness of the valuation systems in the practice of the State Asset Management Agency. The introduction of new valuation criteria (based on KPIs) and the importance of the rating system in regional socio-economic development are also discussed. Based on the research results, it is proposed to enhance the efficiency of independent valuations through staff training, the development of electronic information platforms (EIRAP), and the utilization of international best practices.

METHODOLOGIES OF MANAGEMENT OF FINANCIAL RESOURCES OF LOCAL BUDGETS IN THE SOCIO-ECONOMIC DEVELOPMENT OF REGIONS

This article analyzes the methodologies for managing the financial resources of local budgets in the context of regional socio-economic development. First, within the framework of fiscal centralization and decentralization principles, it examines local budgets’ independent revenue sources, share-based taxes, and the mechanism of transfers allocated from the central government. Next, based on the principles of medium-term budget planning, ensuring budget balance, and performance-oriented budgeting, it presents methods for effective on-site resource allocation. Furthermore, by enhancing participatory budgeting and public involvement, the study explores how transparency and control over local financial resource use are strengthened. The article also discusses approaches to reducing socio-economic disparities between regions through general (free) transfers, the subvention-grant system, and horizontal equalization instruments. Additionally, it investigates the impact of tax reforms, investment financing, and risk management methods on the sustainability of local budgets. The research concludes with practical recommendations for improving local budget management methodologies—introducing a formula-based transfer mechanism, expanding interactive budget portals, and enabling the issuance of local bonds. Based on applied research and official statistics, the article aims to identify effective tools for financing regional development strategies.

This article examines professional standards as a strategic instrument for transforming the workforce training system in the Republic of Uzbekistan amid ongoing labor market reforms. A comparative analysis is presented of approaches to the development and implementation of professional qualifications in the United Kingdom, New Zealand, Russia, and Albania. Based on an analysis of the regulatory framework and the application of standards in Uzbekistan’s tourism sector, key challenges and barriers are identified. The results of an empirical study reveal the levels of perception of professional standards among employers and educational institutions, as well as indicate directions for the institutional development of the national qualification system. Particular attention is given to the adaptation of international practices to the national context. Based on a conducted SWOT analysis, recommendations are formulated for improving mechanisms of implementation and updating of professional standards.

DEVELOPMENT OF THE MANAGEMENT ACCOUNTING SYSTEM BASED ON MODERN ANALYTICAL METHODS TO IMPROVE ENTERPRISE PERFORMANCE

This article examines the theoretical and practical aspects of developing a management accounting system based on modern analytical methods in order to improve enterprise performance. The necessity of transforming management accounting from a traditional accounting system into a tool for analytical support of managerial decision-making is substantiated. The study employs general scientific and economic-statistical methods, including analysis, synthesis, comparative analysis, and econometric modeling. A multiple regression model is proposed to assess the impact of the level of development of the management accounting system, the use of analytical methods, and the degree of digitalization of accounting processes on the integral indicator of enterprise performance. The research results demonstrate a stable positive relationship between the studied factors and performance, with modern analytical tools (KPI, factor analysis, and marginal analysis) having the greatest impact. Based on the findings, practical recommendations for improving the management accounting system have been developed, including the implementation of KPI systems, the development of analytical tools, and the integration of digital technologies. The application of the proposed approaches contributes to improving the quality of managerial decisions, optimizing costs, and ensuring sustainable enterprise development

COMPARATIVE ASSESSMENT OF GREEN INVESTMENT MODELS IN DEVELOPING ECONOMIES

Countries are increasingly proposing investment attraction systems that aim to improve economic efficiency and achieve higher “green competitiveness” outcomes by better aligning environmental standards and growth policies under sustainability-oriented governance mechanisms. The need to develop and implement balanced investment strategies, drawing on international best practices to determine which environmental and economic indicators are appropriate and how to integrate them into national planning systems and sectoral development programs, is forcing emerging economies to rethink their policy instruments, regulatory mechanisms, and institutional capacities. This study aims to make this contribution, in addition to providing an analytical framework that reviews empirical papers that shed light on the interactions between investment attraction, environmental compliance, and policy coordination with dynamics such as sustainable fiscal policy, industrial modernization, regional development, or green transformation. Following a methodological synthesis, a comparative assessment of foreign investment development is prepared, in which environmental integration is linked to these key terms, economic diversification and institutional adaptation. This framework can serve as a benchmarking model and policy guidance for regulators, investors, analysts and decision-makers. This study has two main contributions. First, it is the first time that such a multi-criteria assessment table is being developed to demonstrate the interrelationship between economic and environmental aspects. Second, it captures the idea of compatibility between environmental protection and economic development, policy implementation and societal needs, national priorities and global standards, i.e. it requires flexible governance. This article provides Uzbek policymakers with important information and insights on how to take environmental commitments into account when attracting sustainable investment. The future research agenda provides broad opportunities for comparative analyses and applied studies on investment efficiency, sustainable growth, institutional capacity, and green transformation.

THE IMPORTANCE OF FOREIGN TRADE IN ENSURING REGIONAL DEVELOPMENT AND MACROECONOMIC STABILITY

The article analyzes the dynamics and current state of regional exports in the context of the country's economic development, as well as structural changes within export composition. Issues related to export diversification and ensuring its sustainability are also examined. Based on statistical data for the period of 2014–2024, the dynamics of exports in the Surkhandarya region are analyzed, and forecasts for 2025–2030 are developed using the ARIMA model, which reveal a positive trend in export growth. In addition, the study provides proposals aimed at expanding the export structure, entering new markets, and promoting export development through the implementation of digital technologies
