MODERN PRINCIPLES OF PROJECT MANAGEMENT THEORY (ON THE EXAMPLE OF UZBEKISTAN)

This article examines modern principles of project management theory and their role in contemporary economic processes. In the context of globalization and increasing competition, effective project management has become a crucial tool for both the public and private sectors. The study emphasizes the importance of strategic planning, clearly defining project goals, and assessing potential risks in advance to ensure successful project implementation. The research analyzes the rational use of resources, the establishment of effective communication among project stakeholders, and the appropriate distribution of responsibilities within the project team. It is noted that team cohesion, coordinated actions, and the motivational role of the project leader are key factors that contribute to achieving project success. Special attention is given to the development of project management practices in the context of the Republic of Uzbekistan. The article highlights the processes of infrastructure modernization, implementation of innovative technologies, realization of governmental programs, and investment projects. METHODOLOGIES OF MANAGEMENT OF FINANCIAL RESOURCES OF LOCAL BUDGETS IN THE SOCIO-ECONOMIC DEVELOPMENT OF REGIONS

This article analyzes the methodologies for managing the financial resources of local budgets in the context of regional socio-economic development. First, within the framework of fiscal centralization and decentralization principles, it examines local budgets’ independent revenue sources, share-based taxes, and the mechanism of transfers allocated from the central government. Next, based on the principles of medium-term budget planning, ensuring budget balance, and performance-oriented budgeting, it presents methods for effective on-site resource allocation. Furthermore, by enhancing participatory budgeting and public involvement, the study explores how transparency and control over local financial resource use are strengthened. The article also discusses approaches to reducing socio-economic disparities between regions through general (free) transfers, the subvention-grant system, and horizontal equalization instruments. Additionally, it investigates the impact of tax reforms, investment financing, and risk management methods on the sustainability of local budgets. The research concludes with practical recommendations for improving local budget management methodologies—introducing a formula-based transfer mechanism, expanding interactive budget portals, and enabling the issuance of local bonds. Based on applied research and official statistics, the article aims to identify effective tools for financing regional development strategies.

The article discusses China's research in the field of logistics and its unique approaches to it, as well as its adaptation to international standards. The article studies the issue of assessing the effectiveness of education quality management in higher education institutions based on the primary employment of graduates. The sharp increase in the number of institutions, students and graduates in the higher education system of Uzbekistan in 2015–2025 has increased the need to assess the quality of education not only through internal processes, but also through results in the labor market. The study establishes the primary employment of graduates by personnel customers as an external indicator of the practicality of educational programs, their compliance with the needs of employers and the effectiveness of management decisions. The econometric approach shows the possibility of assessing institutional, resource and labor market factors affecting this indicator. The results justify the need to develop education quality management through KPIs, forecasting, targeted resource allocation, and improved cooperation with employers. The results of the article have practical significance for strengthening employment monitoring and making strategic decisions

The study analyzes institutional constraints, organizational and managerial barriers, and the level of integration of digital solutions into management practices. Particular attention is paid to the potential of digital technologies such as automated management systems, digital analytics tools, and business process personalization instruments for optimizing internal resources. Based on empirical data and comparative analysis with international practice, recommendations are proposed for building a digital environment that stimulates labor efficiency growth. This article examines the issues of assessing organizational and economic efficiency and analyzing human resource policy in toy manufacturing enterprises. The research focuses on the activities of “Green Line Toys” LLC and “Toys City” LLC. The study analyzes workforce size, age and position structure, wage policy, management costs, and financial performance over the period 2021–2025. Economic-statistical, comparative, and dynamic analysis methods were applied in the research process. The findings indicate that significant changes in workforce size and structure particularly during periods of intensified automation have a direct impact on the financial stability and profitability of enterprises. The study confirms that a balanced HR policy and effective optimization of management costs play a crucial role in improving organizational and economic efficiency

This article examines professional standards as a strategic instrument for transforming the workforce training system in the Republic of Uzbekistan amid ongoing labor market reforms. A comparative analysis is presented of approaches to the development and implementation of professional qualifications in the United Kingdom, New Zealand, Russia, and Albania. Based on an analysis of the regulatory framework and the application of standards in Uzbekistan’s tourism sector, key challenges and barriers are identified. The results of an empirical study reveal the levels of perception of professional standards among employers and educational institutions, as well as indicate directions for the institutional development of the national qualification system. Particular attention is given to the adaptation of international practices to the national context. Based on a conducted SWOT analysis, recommendations are formulated for improving mechanisms of implementation and updating of professional standards.

ESG INNOVATION AS A COMPETITIVE ADVANTAGE: A COMPARATIVE STUDY OF STATE-OWNED VS PRIVATE BANKS

This study investigates the role of ESG-driven innovation as a strategic source of competitive advantage in the banking sector, with a comparative focus on state-owned and private banks across emerging and developed markets. Drawing on the Resource-Based View and Dynamic Capabilities theory, it develops a novel ESG Innovation Index that captures the depth and integration of sustainability technologies, such as AI-based ESG analytics, carbon tracking platforms, and digital reporting systems into core banking functions. Using a panel dataset of 68 banks from Central Asia and benchmark economies (2015–2024), the study employs fixed-effects and system GMM models to assess the impact of ESG innovation on profitability (ROA, ROE), operational efficiency, market share, and investor attractiveness. Results reveal that ESG innovation significantly enhances financial and operational performance, while the magnitude of its impact is substantially higher among private banks. The findings highlight that ownership structure moderates the innovation–performance nexus, with private banks leveraging technological agility for greater returns, whereas state-owned banks tend to pursue compliance-oriented sustainability agendas. The research contributes to strategic management and sustainable finance literature by framing ESG innovation as a contingent dynamic capability and offers policy insights for regulators seeking to balance innovation incentives across ownership types.

INCREASING THE EFFICIENCY OF USING PRODUCTION RESOURCES AT PHARMACEUTICAL INDUSTRY ENTERPRISES

In this work, issues of increasing the efficiency of the use of production resources at pharmaceutical industry enterprises are analyzed from a scientific-theoretical and practical point of view. The study highlights the role and importance of raw material and material resources, fixed assets, labor, financial, and intellectual resources in pharmaceutical production. Also, the current state and development dynamics of resource use in the pharmaceutical industry of Uzbekistan were assessed, and existing problems were identified. Recommendations have been developed for technological modernization aimed at increasing production efficiency, introducing digital management systems, applying the principles of GMP and "Lean manufacturing," expanding the local raw material base, and developing personnel potential. It is substantiated that the implementation of these proposals will serve to reduce production costs, improve product quality and safety, ensure competitiveness and sustainable development of enterprises.

FORECAST ANALYSIS OF BANK RESOURCES AND DEPOSIT DYNAMICS IN UZBEKISTAN: THE CASE OF UZPROMSTROYBANK

This study analyses historical data (2000–2024) to forecast Uzpromstroybank’s deposit base and total resource trends using simple OLS regression models. A linear time-trend model is estimated for both series to capture long-run growth. The regression results show strong, significant upward trends (high R², statistically significant coefficients) for deposits and resources, indicating robust growth. Forecasts generated by extrapolating these trends suggest continued expansion of the bank’s deposits and resources in the short term. The findings are relevant for bank management and policymakers, as they highlight the trajectory of funding sources in Uzbekistan’s banking sector. Limitations include the simplicity of the linear model and potential structural changes, nonetheless, the results provide a baseline projection and underline the importance of improving deposit mobilization and financial sector reforms.
