This article examines the modeling of climate change-related financial risks in Uzbekistan. Based on official reports from the World Bank, Asian Development Bank (ADB), United Nations Development Programme (UNDP) and the Central Bank of Uzbekistan, the country's vulnerability level to climate change is determined and the current state of climate risk management in the banking sector is assessed. The physical and transition components of climate risks and practical possibilities for their modeling using stress testing and Climate VaR methodologies are explored. Based on the research findings, scientific conclusions and practical recommendations for integrating climate risks into Uzbekistan's financial system and developing green finance are formulated
The article is devoted to the study of financial risks, their classification and management methods. Key types of risks, such as credit, currency and interest rate, as well as their impact on financial activities are considered. Risk management methods are described, including diversification, hedging, insurance and reserve creation. Attention is paid to modern technologies, such as blockchain and artificial intelligence, which help reduce risks and increase business resilience in the face of uncertainty and changes in the external environment.
This article examines the key risks faced by banks in forming green credit portfolios and identifies effective strategies for risk management. Drawing on international experience, the study analyzes the nature of credit, climate, transition, technological, operational, market, and greenwashing risks. The findings demonstrate that green loans possess a more complex risk profile compared to traditional lending and require the implementation of environmental taxonomies, energy-efficiency certification, independent audits, and state-supported financing mechanisms. For Uzbekistan, adopting these tools can improve the quality of bank credit portfolios, reduce environmental risks, and accelerate the country’s green economic transition.

Tourism export has become the main driver of the economy, enabling countries to increase employment opportunities and foreign exchange earnings. This article examines the issues of ensuring the efficiency and sustainability of the energy supply system, technical losses occurring during electricity transmission, as well as local and international risk factors affecting energy security. The main structural components of the Energy Security Index are analyzed, and technical, economic, and environmental risks within the energy system are classified. The research findings indicate that comprehensive risk management and the reduction of transmission losses are essential conditions for ensuring energy security
This article analyzes the performance of Uzbek banks during 2013-2023, focusing on the impact of credit and liquidity risks on financial stability. The results show that an increase in credit risks is a key factor reducing financial stability. Moreover, banks with higher liquid assets are found to be more stable. The study provides scientific foundations and practical recommendations for improving risk management systems in banks.
This research article analyzes the pressing issues of improving the methodology of tax administration at the local level. The primary objective of the study is to develop scientific and practical proposals for expanding the regional tax base and increasing the efficiency of tax compliance through the analysis of tax risks and the integration of modern tax control systems (digital technologies, risk profiling, and electronic invoicing data tracking). The paper evaluates the mechanisms of information exchange between local authorities and tax agencies, shedding light on the role of risk-analysis models in detecting sectors with a high risk of tax evasion. As a result of the study, an authorial methodology for digitalizing tax control and developing an early detection system for tax risks at the regional level is proposed. This methodology serves to ensure the sustainability of local budget revenues and reduce the scale of the shadow economy

This article examines the financing trends of business models of innovative entrepreneurship subjects, particularly startup ecosystems, in the national economy and mechanisms for assessing related risks. The support framework for startup projects through traditional and alternative financial instruments (venture capital, crowdfunding) under current digital transformation has been systematically analyzed. The results show that the sustainability of innovative business models depends on the correct forecasting of their financial flows and strategies for minimizing specific risk factors. The article examines the improvement of methodological support for auditing production costs at oil and gas processing enterprises. This article explores the applicability of the Risk-Based Capital (RBC) framework to the insurance market of the Republic of Uzbekistan. Drawing upon international best practices, especially the APRA model from Australia, the study empirically assesses the capital structure comprised of premium, claims liability, and asset risks. The analysis revealed the dominant role of insurance-related risks in capital requirements and emphasized the need to transition from rigid normative regulation to a more risk-sensitive and adaptive supervisory approach. The paper provides policy recommendations for a phased implementation of RBC, including the development of a localized model, creation of a national actuarial database, and modernization of regulatory frameworks.
This paper proposes a four-dimensional risk index model for designing internal audit programs in the public sector. The model integrates legal, financial, resource, and organizational risks to provide a comprehensive framework for risk-based audit planning. Through simulation involving hypothetical departments, the study demonstrates that aggregate risk scores can mask the diversity and specificity of underlying risk categories. By decomposing audit risk into distinct dimensions, the model enhances audit targeting, supports transparent decision-making, and aligns with international internal audit standards. It also proves particularly useful in environments with limited data availability. The model’s adaptability and clarity make it suitable for both manual and automated audit planning processes. While future enhancements could include dynamic weighting and digital integration, the model as presented already offers a robust and practical approach to prioritizing internal audit activities and improving public sector governance outcomes.

Проанализирована политика коммерческих банков в отношении физических лиц и кредитная политика в отношении юридических лиц. Разработаны предложения по эффективному использованию кредитных рисков и кредитных линий в коммерческих банках.
This article analyzes the sovereign credit rating of the Republic of Uzbekistan based on the methodology applied by S&P Global Ratings. The study examines macroeconomic stability, fiscal discipline, public debt dynamics, external sector indicators, and gold-foreign exchange reserves as the key factors influencing rating formation. The results of the statistical data analysis show that high economic growth rates and the significant volume of reserves support the country’s credit rating. At the same time, the high share of external debt, the deficit of the balance of payments, and global risks remain important constraining factors for rating stability.
The article examines approaches to improving the early warning system for credit and market risks based on digital indicators. Transactional, payment, financial, behavioural, and market indicators capable of identifying adverse changes before risk materialisation are analysed. A multi-level mechanism for classifying warning signals and linking them to bank management decisions is proposed. The study substantiates the use of dynamic thresholds and individual digital risk profiles.
This article highlights the fact that commercial banks depend on several factors, such as the development of banking operations by improving monetary policy, constant adaptation to socio-economic conditions, the development of new strategies and tools for banking activities, effective management of banking risks, and the development of banking currency operations by reducing problematic processes. Also, today, the relevance of the development of commercial banks is indisputable, since the successful functioning of the entire financial system of the country depends on it, taking into account the existing problems in making financial decisions in banks and reducing problematic processes, as well as the author's approaches and suggestions for their elimination
This research examines the influence of environmental risk management (ERM) on the credit portfolio stability of commercial banks in Uzbekistan, utilising secondary data from sustainability reports, regulatory publications, and international financial institutions. The results show that banks with more advanced ERM frameworks, which include environmental screening, green lending, and sustainability governance, have lower non-performing loan (NPL) ratios and better asset quality. On the other hand, banks that don’t use ERM as much are still more vulnerable to environmental and credit risks. The study finds that integrating environmental risks into the banking system in Uzbekistan is necessary to make it more financially stable and in line with global standards for sustainable finance
