The article examines the scientific foundations for assessing territorial development potential and formulating sustainable development strategies. The concept of “territorial potential” is interpreted as an integrated system of natural, economic, demographic, infrastructural, and institutional components whose interaction determines the long-term sustainable growth of regions. The dynamic nature of territorial potential and the need for its continuous monitoring and reassessment within strategic governance are substantiated. Based on the analysis of interregional disparities, structural economic transformations, investment flows, and sectoral diversification, the study highlights the importance of a differentiated approach to regional development strategies. The findings confirm that a comprehensive assessment of territorial potential provides a methodological basis for defining strategic priorities, allocating resources efficiently, and ensuring balanced sustainable regional development.

The impact of digital technologies - artificial intelligence, big data, cloud computing, IoT and electronic platforms on regional economic systems is studied, and their role in the efficient use of resources, increasing production productivity, enhancing investment attractiveness and ensuring socio-economic stability is substantiated. The study examines the institutional, economic and social aspects of digital transformation in regional development based on an integrated approach. The results obtained indicate the possibilities of reducing interregional disparities and achieving sustainable economic growth through the digitalization of regional policy.

This article develops a comprehensive methodology for assessing the development level of railway manufacturing enterprises. The study is grounded in the Industry 4.0 paradigm, digital transformation, and sustainable development concepts. The Integral Development Index (IDI) methodology encompasses six criterion groups  production efficiency, financial stability, innovation activity, digital transformation, human capital, and environmental sustainability. Quantitative and qualitative indicators are defined for each group, with weight coefficients determined using the Analytic Hierarchy Process (AHP). CIVIC BUDGETING AS AN ELEMENT OF REGIONAL DEVELOPMENT STRATEGY

The article considers new elements of regional development strategy with a focus on institutional and methodological aspects of planning socio-economic progress. Special attention is paid to the role of public participation in the processes of development and implementation of strategic documents, including such mechanisms as public hearings, expert consultations, focus groups, digital platforms of e-governance and, in particular, civic budgeting. The author analyzes both theoretical foundations and practical examples of the introduction of such tools in international practice (Brazil, Spain, France, China) and the prerequisites for their application in the Republic of Belarus. The author presents the key directions for improving the system of strategic planning at the regional level: legal framework, institutional infrastructure, approval procedures, monitoring and evaluation, as well as identifies the existing institutional barriers. It is demonstrated that strengthening the role of civil society and introduction of mechanisms for direct participation of the population in the distribution of budgetary resources contribute to increasing the transparency of public decisions, strengthening trust in the authorities and more accurately reflecting the interests of the local population. The conclusion is that it is necessary to integrate new approaches into the current system of state planning to ensure sustainable and balanced of regional development.

COMPARATIVE ASSESSMENT OF GREEN INVESTMENT MODELS IN DEVELOPING ECONOMIES

Countries are increasingly proposing investment attraction systems that aim to improve economic efficiency and achieve higher “green competitiveness” outcomes by better aligning environmental standards and growth policies under sustainability-oriented governance mechanisms. The need to develop and implement balanced investment strategies, drawing on international best practices to determine which environmental and economic indicators are appropriate and how to integrate them into national planning systems and sectoral development programs, is forcing emerging economies to rethink their policy instruments, regulatory mechanisms, and institutional capacities. This study aims to make this contribution, in addition to providing an analytical framework that reviews empirical papers that shed light on the interactions between investment attraction, environmental compliance, and policy coordination with dynamics such as sustainable fiscal policy, industrial modernization, regional development, or green transformation. Following a methodological synthesis, a comparative assessment of foreign investment development is prepared, in which environmental integration is linked to these key terms, economic diversification and institutional adaptation. This framework can serve as a benchmarking model and policy guidance for regulators, investors, analysts and decision-makers. This study has two main contributions. First, it is the first time that such a multi-criteria assessment table is being developed to demonstrate the interrelationship between economic and environmental aspects. Second, it captures the idea of compatibility between environmental protection and economic development, policy implementation and societal needs, national priorities and global standards, i.e. it requires flexible governance. This article provides Uzbek policymakers with important information and insights on how to take environmental commitments into account when attracting sustainable investment. The future research agenda provides broad opportunities for comparative analyses and applied studies on investment efficiency, sustainable growth, institutional capacity, and green transformation.

This article examines how Strategic Public Procurement (SPP) can be used to stimulate the green economy, focusing on both global practices and the specific context of Uzbekistan. Internationally, SPP has proven effective in driving sustainable innovation and reducing environmental impacts. The study analyzes best practices from the EU, OECD, and UN frameworks, and contrasts them with Uzbekistan’s current procurement system. Despite progress in green policy, Uzbekistan’s use of SPP remains limited. This paper identifies key gaps and proposes actionable reforms to align procurement with green development goals, offering a pathway to sustainable economic growth. Effective implementation of SPP in Uzbekistan could catalyze environmental innovation, support green SMEs, and reinforce the country’s commitments under the Sustainable Development Goals (SDGs). The research emphasizes the need for legal reforms, capacity building, and financial incentives to enable this transition.

THE ROLE OF INNOVATION POLICY IN ACCELERATING REGIONAL SOCIO-ECONOMIC DEVELOPMENT

This article scientifically examines the role of innovation policy in accelerating regional socio-economic development. In the context of globalization and digital transformation, it emphasizes that third-generation policies aligned with regional innovation systems (RIS) and the United Nations Sustainable Development Goals (SDGs) serve as a key factor in ensuring economic growth. The study is based on systematic literature review (SLR) methodology and analyzes a number of research works published in recent years in the Scopus, Web of Science, and ResearchGate databases. The results indicate that innovation policy, as exemplified by the European Union (S3 strategies) and China (MLP programs), increases GRDP by 5-15%, enhancing employment and competitiveness, although institutional constraints and polarization risks persist in less developed regions. The conclusion demonstrates that the effectiveness of the policy depends on R&D investments and university-industry collaboration. Among the recommendations are increasing subsidies and introducing flexible conditions, while future research should focus on developing countries.
