This article analyzes the institutional foundations, regulatory and legal framework, the current state of digital infrastructure, and development trends of the digitalization of inclusive education services in higher education institutions of Uzbekistan. It also examines the possibilities of using Learning Analytics, Big Data, and artificial intelligence technologies in organizing inclusive educational services. Based on PEST and SWOT analyses, the strengths and weaknesses of the sector are evaluated, and forecast indicators up to 2030 are developed. OUT-OF-SCHOOL RATES IN COMPULSORY EDUCATION LEVELS IN UZBEKISTAN: ASSOCIATIONS WITH SOCIOECONOMIC AND DEMOGRAPHIC FACTORS

This study investigates the associations between sociodemographic factors and out-of-school rates among children of compulsory school age in Uzbekistan, using nationally representative household survey data. Out-of-school rates were analyzed across primary, lower secondary, and upper secondary education levels. Results reveal that students at the upper secondary level are significantly more likely to be out of school compared to younger peers. Additionally, household wealth was significantly associated with school exclusion at the primary and lower secondary levels. No significant differences were found by gender, area of residence, or region, suggesting possible progress in educational equity or limitations in aggregate-level data to detect more nuanced disparities. The study offers practical implications for targeted interventions and calls for further research using causal and longitudinal methods to better understand the mechanisms behind school non-attendance.

This article analyzes the legal foundations of the financial and academic autonomy granted to higher education institutions, identifies gaps in the current legislation, and examines possible ways to address them. The study substantiates the legal inconsistency between the status of a higher education institution as a “budget-funded organization” and the autonomy granted to it. The author proposes a legal framework for regulating the endowment fund institution in higher education institutions and identifies its key elements, including the inviolability of the principal fund, expenditure rules, tax incentives for donors, and governance mechanisms. The article argues that the endowment fund serves as a strategic instrument for diversifying funding sources and ensuring the long-term financial sustainability of higher education institutions

MECHANISMS FOR DEVELOPING THE PROFESSIONAL ACTIVITIES OF HIGHER EDUCATION TEACHERS BASED ON DIGITAL TECHNOLOGIES

Today, in the context of the formation of the digital educational ecosystem, one of the urgent scientific tasks is the development of innovative diagnostic mechanisms that ensure a reliable and objective assessment of the professional activities of educators. This article theoretically and practically substantiates the multimodal diagnostic model for assessing the professional activities of educators. During the study, evaluation criteria and indicators were developed based on the integration of competency-based, systemic, activity-based, and digital pedagogical approaches. The opportunities for comprehensive monitoring of teachers' professional development based on artificial intelligence technologies, electronic portfolios, learning management systems (LMS), video lesson analysis, and digital traces of activity were also highlighted. The “MuhandislikWeb” information system and the "Engineers' Accounting" module developed by the author allow for the automation of the assessment process and an increase in the reliability of diagnostic results.

ECONOMIC MECHANISM OF FINANCING PRIVATE UNIVERSITIES: STRUCTURAL AND INSTITUTIONAL ANALYSIS AND ECONOMETRIC MODELING OF COSTS

This article considers the theoretical and methodological foundations of the formation and modernization of the economic mechanism for providing financial support to non-state higher education institutions from the perspective of a systematic approach. In the context of deep institutional changes in the educational services market in developing countries, the search for optimal models for the financial sustainability of private educational corporations is becoming increasingly important. An in-depth financial and economic analysis of the structure of gross revenues, operating expenses and consolidated net profit was conducted for six major higher education market participants in the Kashkadarya region based on verified empirical data for 2025. Using applied econometric modeling methods, the author identified and estimated the short-term cost function of the private academic sector using the classical ordinary least squares (OLS) method. A highly significant correlation was found between the total operating costs and the scale of gross income of educational institutions R^2 = $0.95, p<0.001, which indicates the absence of clear economies of scale at the current stage of market institutionalization due to strict institutional constraints and market institutionalization. Conceptual frameworks for reforming the economic mechanism at the macro and meso levels are proposed, including public-private partnerships, tax subsidies, and diversification of financial flows

The author concludes that the market mechanism facilitates efficient resource allocation and aligns educational output with labor market demands. The study aims to identify the legal design of combining key funding sources, including state budgets, tuition-based contracts, grants, and philanthropic endowments, and to comparatively assess institutions that shape efficient financing. The methodology applies institutional analysis, content analysis of regulatory and legal acts, and a comparative approach using indicators from the OECD and the European Higher Education Area. The scientific novelty lies in interpreting financing models through a three-layer framework: the architecture of legal sources, allocation mechanisms, and accountability and transparency instruments. ASSESSING THE FACTORS AFFECTING FINANCIAL RESOURCE MANAGEMENT IN HIGHER EDUCATION INSTITUTIONS

This article examines the system of factors determining the effectiveness of financial resource management in higher education institutions. The expansion of higher education enrollment, changes in the proportion of government-funded and tuition-based financial resources, and the growing need to finance research and innovation activities require a qualitative improvement in financial management. The purpose of the study is to systematize the factors affecting the formation, allocation, and control of financial resources and to develop an integrated assessment methodology. The research applies a systems approach, comparative analysis of regulatory and legal documents, the indicator method, the Analytic Hierarchy Process (AHP), normalization techniques, and sensitivity analysis. The findings classify the influencing factors into five interrelated groups: the institutional and regulatory environment, diversification of funding sources, the quality of internal financial management, the efficiency of resource allocation, and transparency and financial risk management. Based on these groups, a Financial Resource Management Efficiency Index for higher education institutions is proposed. The index can be used to diagnose the financial sustainability and development potential of higher education institutions, identify priority expenditure areas, and improve the quality of managerial decision-making. The research findings may also be applied in developing medium-term financial plans, introducing responsibility centers for budgetary and extra-budgetary funds, and establishing internal financial monitoring systems

THEORETICAL FOUNDATIONS, PRACTICAL FORMS, AND ANALYSIS OF THE IMPACT OF IMPLEMENTING SCHOOL-BASED MANAGEMENT (SBM) IN THE EDUCATION SYSTEM ON STUDENT ACHIEVEMENT

School-Based Management (SBM) represents a form of decentralization of central government authority to the school level, aimed at enhancing the efficiency and competitiveness of the education system. Theoretically, SBM is grounded in three key institutional incentives: choice and competition, school autonomy, and accountability. Its practical forms vary according to the scope of authority (weak/strong) and the decision-making actors (administrative, professional, community, or balanced). Research conducted on the implementation of marketing services and strategic management in the governance of general secondary schools (GSS) in Uzbekistan demonstrates that the effectiveness of managerial activities of school leaders can be increased by 15% to 22%. It is also emphasized that significant positive effects of SBM reforms on student achievement require a longer timeframe (5 to 8 years), as well as the continuous development of managerial competencies among school leaders.
