The article presents a scientifically based methodology for developing the concept of territorial development of the Republic of Uzbekistan. Theoretical approaches to spatial planning are investigated, including the growth poles concept, central places theory, and polycentric development models. The author proposes a scientifically based typology of Uzbekistan regions with identification of six types of territories: central capital region, growth poles of national importance, advanced development regions, structural modernization territories, priority state support regions, and environmental rehabilitation territories. For each type, specific development priorities, support instruments, and target indicators are defined. A system of target indicators for the territorial development concept has been developed, including economic, social, infrastructure, and environmental indicators. The mechanisms for implementing the concept through a system of state programs, investment projects, and institutional reforms are substantiated. The principles for developing the concept are defined: balance, polycentricity, territorial connectivity, sustainability, consideration of regional specifics, and inclusivity.

The article examines the scientific foundations for assessing territorial development potential and formulating sustainable development strategies. The concept of “territorial potential” is interpreted as an integrated system of natural, economic, demographic, infrastructural, and institutional components whose interaction determines the long-term sustainable growth of regions. The dynamic nature of territorial potential and the need for its continuous monitoring and reassessment within strategic governance are substantiated. Based on the analysis of interregional disparities, structural economic transformations, investment flows, and sectoral diversification, the study highlights the importance of a differentiated approach to regional development strategies. The findings confirm that a comprehensive assessment of territorial potential provides a methodological basis for defining strategic priorities, allocating resources efficiently, and ensuring balanced sustainable regional development.

The article examined the economic prerequisites for the spatial organization of productive forces and the uneven development of regional economies, and studied the literature on the topic. An analysis of various theories was made and principles and approaches to overcoming the uneven development of regional economies were identified.

In this article, the theoretical and methodological foundations of managing the diversification of types of tourism are analyzed in a comprehensive way. The study scientifically substantiates the economic content of the concept of diversification, its role and strategic importance in the tourism system. The need to manage tourism based on the principles of systematic, strategic and sustainable development is emphasized. During the study, a conceptual model for managing the diversification of tourism types was proposed, which includes the stages of assessing resource potential, market segmentation, the formation of a tourism product portfolio, the improvement of institutional mechanisms and the implementation of a monitoring system. Scientific recommendations and recommendations have also been developed on ensuring economic stability of diversification, reducing seasonality, promoting territorial development and creating added value, making strategic decisions in the field of Tourism, Competitive and sustainable development of the industry

This article analyzes the innovative activity of food industry enterprises in the regions of Uzbekistan and their territorial distribution characteristics from a scientific, theoretical and practical perspective. The study considers the food industry as a strategic sector of the national economy, and evaluates the innovative activity of enterprises in close connection with the level of regional development, production infrastructure, institutional environment and human capital. It is substantiated how the uneven distribution of innovative activity across regions affects economic efficiency, competitiveness and added value creation processes. The article reveals the reasons for regional differences and shows the importance of a regional approach in increasing innovative activity. The results of the study serve as a scientific basis for the innovative development of the food industry and improving regional economic policy

It is important in improving human potential in the regions, ensuring economic and social stability. The main problem of the article is the need for equal development of capacity between regions and the effective use of human resources, the development of strategies aimed at increasing the capabilities of the population in different areas, while ensuring the general well-being of society. The paper uses pictorial statistics, the Pearson correlation test, and regression analysis, and consequently shows human capacity building through education, health care, job creation, and the development of innovation in the industry. From this point of view, from a scientific and practical point of view, recommendations have been developed for the effective management of resources in the field of economic development and industry in the regions.

During the research, issues related to the introduction of innovative technologies into the regional economy, increasing production efficiency, and strengthening competitiveness were studied. The article highlights the factors influencing the development of regional sectors, modern innovative approaches, and promising directions based on foreign experience. As a result of the research, proposals and recommendations were developed to support innovative activities in regions, improve the investment climate, and widely introduce digital technologies. In this study, a methodology for using geographic information systems (GIS) technologies in forecasting the demographic development of the population of Uzbekistan until 2050 will be developed. The main goal of the research is to improve the mechanism for comprehensive analysis and forecasting of population size, age-sex composition, territorial distribution, urbanization processes, as well as internal and external migration flows by region. The research results are important for optimizing state planning, regional development strategies, labor market forecasts, and social infrastructure. The use of GIS technologies serves to scientifically substantiate the decision-making process, increasing the accuracy of demographic forecasts and the possibilities of visual analysis

In the article, the organizational and economic mechanisms of territorial development of industrial sectors are one of the current topics, as well as the opinions of a number of scientists aimed at improving them. The organizational and economic mechanisms of regional development of industrial sectors are shown schematically, and the structure of regional specialization of the industrial sector is shown. The dependence of industrial development on natural resources, the schedule of mutual energy supply of industries, the connection of industry with telecommunications and information technologies (ICT) are highlighted, and conclusions and proposals are given.

This article analyzes the development rates of small industrial enterprises operating in the Kashkadarya region in recent years. In particular, efficiency factors are considered based on indicators such as territorial opportunities, conditions created by the state, investment attraction, increase in production capacity, and employment. Based on the analysis, recommendations are made for the further development of small enterprises

The article substantiates a territorially-oriented mechanism for financing innovation activity based on targeted deductions of enterprises from the corporate profit tax. The relevance of the study stems from the high territorial concentration of the innovation potential of the Republic of Uzbekistan in the capital region against the background of low innovation activity of enterprises in the regions. The author proposes the formation of local territorial innovation funds at the district level through the redistribution of 1 % of the enterprises' profit tax without increasing the aggregate tax burden. Based on official statistics on 12,239 enterprises of the Syrdarya region, the potential volume of the funds is estimated by districts and economic sectors. The procedures of fund formation, governance and allocation are described; the model is compared with international analogues (Hungary, Brazil, the USA) and with the cluster model of innovation development; advantages, risks and ways to mitigate them are assessed

This article provides a comprehensive analysis of the development of innovative entrepreneurship in the regions of Uzbekistan during 2024–2025. The relevance of the study is justified by the observed regional disparities in innovation activity and investment capacity. The research methodology is based on content analysis, comparative analysis, induction, and logical generalization. The author developed a Regional Innovative Entrepreneurship Index (HITI), and calculations were conducted using official statistical data. The results reveal significant territorial differentiation in innovation performance. Regions with higher index values demonstrate advanced innovation infrastructure and investment concentration, while regions with lower scores face institutional and financial constraints. The paper proposes strategic directions for improving innovation policy based on a differentiated regional approach

The article examines the theoretical foundations of the formation of regional investment attractiveness and reveals its relationship with the attraction of foreign direct investment. The scientific approaches of domestic and foreign researchers to the interpretation of the category of investment attractiveness are generalized, and the key factors and indicators for its assessment are systematized. Based on systemic, spatial-economic, institutional, and econometric approaches, the methodological framework for analyzing the regional differentiation of FDI is substantiated
