This article examines the practical role of mahalla institutions in promoting employment, evaluates the effectiveness of existing organizational and institutional mechanisms, and substantiates the need for their improvement. The survey conducted at the mahalla level reveals that employment remains insufficiently prioritized among the main areas of mahalla activity, and current initiatives lack systematization. Within the study, an integrated institutional–organizational mechanism was developed to strengthen the functions of mahalla institutions across diagnostics, vocational training, support for self-employment initiatives, mobilization of financial resources, and monitoring. The proposed mechanism is aimed at enhancing the institutional capacity of mahalla governance in employment promotion, supporting household-based entrepreneurship, and revitalizing local labor markets.

This article examined the state of the labor market under the influence of digital technologies entering our country, employment indicators of the population, modern forms of employment, the views of foreign and domestic scientists in this regard, the analysis of the level of employment in the ICT sector and a number of issues related to the industry. In the context of the transition to the digital economy, conclusions and proposals were made in the appropriate order for the provision of employment of the population.

This article examines modern trends in youth employment within the context of the digital economy and highlights the importance of digital employment opportunities. The study analyzes the impact of digital transformation on the labor market, the growing demand for digital skills, and the adaptation of young people to the requirements of the digital economy. International experiences, particularly those of Greece and Kyrgyzstan, are reviewed to identify effective mechanisms for developing digital competencies and enhancing youth employment. Based on the research findings, scientific recommendations are proposed to improve youth preparedness for the digital economy, modernize education systems, strengthen public-private partnerships, promote digital entrepreneurship, and ensure digital inclusion.

This article explores the characteristics of flexible employment among different generational groups in the labor market, the functioning of labor relations, and the scientific-theoretical distinctions in labor value. It evaluates the changes in the share of each age group within the total population and the proportion of people above working age in the labor force structure of Uzbekistan from 1991 to 2024. The article highlights issues of population employment in flexible and efficient forms of labor within an innovation-driven economy based on advanced information and technological developments, its impact on the sectoral structure of employment, and challenges related to workforce turnover. The study also investigates the employment status of the working-age population and the factors influencing the growth of employment in innovative entrepreneurial activities.

It examines research on the concept of self-employment by foreign and domestic scholars, its specific characteristics, and factors that have a direct impact. The role and significance of self-employment in reducing youth unemployment are revealed, and its age and regional characteristics are analyzed. The work being done in the republic to develop this sector and the opportunities being created are highlighted.

Tourism is a labor-intensive industry that provides diversified employment in many different sectors of the economy, as it includes various types of economic activities that create a common tourism product. Our task in this article is to study international recommendations and explore the impact of tourism on the employment market and vice versa the employment market on tourism, as well as to offer a number of recommendations for improving the methodology for accounting of employment in the tourism sector.

This article analyzes the strategic importance of the service sector in Uzbekistan’s economy, focusing on its share in GDP and impact on the labor market. It explores avenues for job creation through services, emphasizing digitalization, gender and youth inclusivity. The study covers structural shifts in employment across sectors, development dynamics, labor productivity, informal employment, infrastructure, and workforce training. Drawing on international experience, the paper proposes effective mechanisms for enhancing employment through the service sector.

This article considers the theoretical, methodological and practical aspects of optimizing the economic mechanism for meeting the financial needs of small businesses from the perspective of spatial and regional economics. Using official statistical data for the Kashkadarya region and the Republic of Uzbekistan for 2022–2024, an in-depth comparative analysis of the employment dynamics of small businesses and their share in the overall regional employment structure was conducted. An econometric double linear regression model was identified and validated, which indicates a significant relationship between the expansion of the human resource potential of the sector and its structural advantage in the local labor market (R^2 = 0.934). The very high share of small businesses in regional employment (up to 78.7%) is justified by the need to move from broad lending methods to progressive financial engineering. A conceptual framework is proposed for the development of financial and credit support for small businesses at the meso level, including guarantee funds, syndicated microfinance and public-private investment partnership mechanisms.

This study uses machine learning algorithms in conjunction with logit and probit regression models applied to 8,542 survey respondents to investigate the effects of distance learning participation on employment outcomes. According to our research, participants in distance learning programs have a 23.7% greater chance of finding employment than non-participants; this effect is mediated by acquired technical skills and flexible work schedules. The findings imply that distance learning serves as a major route to labor market integration, especially for underprivileged groups, with significant ramifications for workforce development plans and educational policy.

This article examines the issues of expanding the coverage of the social protection system through the reduction of informal employment. The study applies econometric and statistical analysis methods to identify the relationship between the level of informal employment and the coverage of social protection. The findings indicate that reducing the informal sector enhances the sustainability of the social protection system and contributes to an increase in government budget revenues.

This scientific article analyzes the organizational and legal framework for the development of small business and private entrepreneurship in agriculture in the Republic of Uzbekistan. The main purpose of the study is to assess the legal conditions created for small business entities operating in the agricultural sector, support measures provided by the state, and their impact on economic development. The article examines the decrees and resolutions of the President of the Republic of Uzbekistan, state programs, and regulatory legal acts aimed at the development of small business and private entrepreneurship as the main sources. These documents pay special attention to issues such as liberalization of entrepreneurial activity, simplification of registration procedures, provision of tax and financial incentives, and expansion of preferential lending mechanisms. These measures serve to create a favorable business environment for the activities of small business entities. During the study, the production volume, share of employment, and place of small business in agriculture in the economy were analyzed based on official statistical data. The results show that small businesses play an important role in providing employment, increasing incomes, and increasing food production in rural areas. In particular, dehkan farms and small enterprises provide the bulk of agricultural production. At the same time, the article also highlights some of the problems that hinder the development of small businesses, including limited access to financial resources, and shortcomings in the infrastructure and logistics system. At the end of the study, practical conclusions and proposals are made for the further development of small businesses in agriculture.

This article provides a comprehensive analysis of the impact of tourism on socio-economic development based on theoretical and empirical studies. The research considers tourism as an important driver of economic growth and examines its influence on gross domestic product growth, employment expansion, foreign currency earnings, infrastructure development, and the enhancement of regional economic activity on the basis of scientific sources. From a methodological perspective, the article employs methods of literature review, comparative analysis, and synthesis of empirical results. The findings indicate that the economic efficiency of tourism is directly dependent on a country’s institutional environment, the level of infrastructure development, and the quality of governance. In addition, it is substantiated that through the multiplicative effect of tourism, additional sources of economic growth and employment are generated in other sectors of the economy. The conclusions drawn are of significant practical importance for the scientifically grounded formulation of tourism policy and the development of practical recommendations aimed at ensuring the sustainable development of the sector.

This article examines a number of problems of ensuring the employment of new personnel in the professions they occupy in the conditions of the formation of a modern market economy in our country. It should also be noted that among the problems awaiting solution are problems associated with the effective use of the potential of intellectual and labor resources. Suggestions and opinions were expressed regarding the need to provide employment to personnel in a new, modern way by solving these problems, as well as the need to effectively improve social protection and relations in the labor market.

The study is devoted to the role of gender equality in realizing the potential of women and the economic development of Uzbekistan. It is shown that the effective implementation of women's human capital requires not only parity in education, but also institutional support, including access to employment and child care infrastructure. This article systematically examines the socio-economic factors influencing the level of housing provision for the population. The study identifies and groups key factors such as income levels, employment status, family composition, urbanization processes, availability of mortgage lending, housing prices, state housing policy and subsidies, demographic changes, and infrastructure development. The research findings aim to determine the interrelationships among these factors and the extent of their impact on improving housing conditions for the population, while providing practical recommendations for shaping state policy and ensuring socio-economic stability.

This article highlights the importance of “green” investments and employment in the process of implementing the Sustainable Development Goals (SDGs) in Uzbekistan. It examines the integration of the SDGs into national development policy, the practice of green budgeting, and the institutional and financial mechanisms for transitioning to a green economy within the framework of the “Uzbekistan–2030” Strategy. In particular, the article analyzes the dynamics of investments directed toward renewable energy, the tagging of state budget expenditures in accordance with the SDGs, and green financing instruments. Based on this analysis, it substantiates the role of green investments in achieving SDGs 7, 8, 9, 11, 12, and 13. Based on the results of the analysis, relevant conclusions are formulated, and scientific proposals and practical recommendations are developed.
