This article analyzes the regulatory and legal frameworks regulating gender equality and personnel policy in Uzbekistan. The study comprehensively studied international standards, national legislation, civil service reforms, gender-legal expertise, gender audit, personnel reserve and issues of ensuring equal opportunities in leadership positions, and revealed the practical importance of gender equality in public administration and personnel policy based on the Laws of the Republic of Uzbekistan No. О'РГ-562, No. О'РГ-561, No. О'РГ-788, the Strategy for Achieving Gender Equality by 2030, the Decree of the President of the Republic of Uzbekistan No. PF-95 dated June 19, 2025, and the World Bank's reports "Women, Business and the Law 2024" and "Uzbekistan Country Gender Assessment". It also analyzed the views of John Rawls, Max Weber, Amartya Sen, Martha Nussbaum, Anne Phillips and Sylvia Walby, the experience of Sweden, France, Germany and Canada. As a result, gender equality is not only at the level of legal guarantees, but also in the areas of open competition, meritocracy, effectiveness, a reserve of leadership personnel, safe The need to develop it as a management mechanism related to the working environment and institutional monitoring was justified.

This article analyzes the issues of ensuring economic security in our country in the context of the transition to a digital economy, the scientific and theoretical views and ideas of foreign and domestic scientists on this issue. In the transition to a digital economy, proposals were developed, first of all, to create a legal framework and improve existing ones.

In recent years, strategies and programs aimed at poverty reduction have been developed in Uzbekistan, with the goal of improving the living standards and quality of life for the population in various regions. This article is dedicated to studying the effective impact of digital technologies on poverty reduction in Uzbekistan. To conduct this research, the "From Poverty to Prosperity"(2024) program was adopted. The analysis results show that digital technologies have a positive impact on poverty reduction. At the conclusion of the study, a model to enhance the impact of digital technologies on poverty reduction was proposed. The aim is to improve the quality of public services in poverty reduction by developing human resources, reforming the labor market, implementing modern forms of employment, and widely introducing decent labor standards based on international standards.

This article talks about laws, decisions and presidential decrees related to the development of small business and entrepreneurship in Uzbekistan. Since the first years of independence, Uzbekistan has paid great attention to the development of the legislation and legal framework for entrepreneurship, the protection of the rights of entrepreneurs, the organization of their financial support, the training and retraining of personnel, and the development of the market infrastructure serving small businesses.

By Decree of the President of the Republic of Uzbekistan PQ-4400 dated July 23, 2019 ”On measures to increase the popularity of microfinance services“, the Central Bank of the Republic of Uzbekistan was entrusted with the task of developing a “national strategy for increasing financial popularity”, which provides for expanding the popularity of financial services and increasing the level of financial literacy of business entities, consumer protection in the provision of financial services. The Central Bank of the Republic of Uzbekistan has developed a national strategy to increase the popularity of financial services for 2021-2023. In this strategy, special emphasis is placed on the issues of entrepreneurship development in the country, income growth, and improving financial literacy of the population as an important tool for poverty reduction. It follows from this that in this monographic study, the issues of improving financial literacy of the population have been scientifically and methodically analyzed and practical suggestions and recommendations have been developed.
