THEORETICAL BASIS OF USING THE CEQ (COMMITMENT TO EQUITY) ASSESSMENT METHODOLOGY IN FISCAL ANALYSIS

This article explores the theoretical and methodological foundations of analyzing income redistribution within public financial policy using the CEQ (Commitment to Equity) methodology. Additionally, a brief analysis of the current state of the informal sector in Uzbekistan is provided, which is not directly reflected in the methodology. The conclusion includes findings on how the methodology has been piloted in the fiscal policies of several countries and has been applied to support fiscal reform. The paper highlights the potential of achieving social justice and sustainable economic development through effective fiscal policy.

ANALYSIS OF THE IMPACT OF PUBLIC FINANCIAL MANAGEMENT EFFICIENCY ON SOCIAL JUSTICE THROUGH PEFA AND CEQ METHODOLOGIES

The article addresses to examine how improvements in fiscal governance affect social equity outcomes by integrating the empirical framework that combines (the Public Expenditure and Financial Accountability) PEFA-based indicators of (Public financial management) PFM efficiency framework with (the Commitment to Equity) CEQ-based measures of income inequality and poverty methodology. The develops Relying exclusively on publicly available data from national statistical and fiscal sources, the paper constructs a composite PFM index and estimates its relationship with social equity outcomes over the period 2010-2024. Regression results indicate that improvements in public financial management are significantly associated with reductions in income inequality and poverty. In particular, budget credibility and fiscal risk management emerge as the most influential institutional dimensions driving redistribution effectiveness. The study provides novel empirical evidence from a transition economy and highlights the importance of integrating institutional and distributional perspectives in fiscal governance reforms.

In the article, the influence of factors affecting the value of shares of joint-stock companies and an econometric model are formed. This study explores the privatization of state-owned enterprises (SOEs) through Initial Public Offerings (IPO) and Secondary Public Offerings (SPO), with a focus on Uzbekistan's evolving capital market. Drawing on international experiences from countries such as Korea, China, India, and Turkey, the research highlights how SOE listings can enhance corporate governance, attract foreign investment, increase transparency, and stimulate overall economic development. The article analyzes Uzbekistan’s current market environment, including government-led reforms, investor base limitations, weak listing infrastructure, and challenges in disclosure and corporate governance. While recent initiatives demonstrate a strong governmental push for IPOs of major SOEs, the study identifies systemic barriers such as insufficient institutional investors, underdeveloped underwriting practices, and a lack of market awareness among retail investors. The paper concludes with actionable recommendations, including phased IPO implementations, capacity building for investment banks, strengthening disclosure practices, and fostering public interest in equity investment. The findings aim to support Uzbekistan’s strategic transition from a state-led to a market-oriented economy through sustainable and well-managed privatization programs.

This study conducts a longitudinal case analysis of H World Group (2014–2024) to investigate the evolutionary mechanism of Chinese tourism enterprises' transition from asset-heavy to asset-light OFDI. The findings reveal that under macro-level pressures, firms leverage digital capabilities to construct a chain mechanism of "model → localization → legitimacy → performance". The asset-light model effectively overcomes the liability of foreignness through non-equity control and local embeddedness. This paper revises the explanatory limitations of the OLI paradigm, expands the social dimension and dynamic perspective of tourism investment research, and suggests that Belt and Road countries such as Uzbekistan can achieve sustainable development and inclusive growth by attracting capability-output-oriented investment.

The Law of the Republic of Uzbekistan "On Bankruptcy" was repealed and the Law of the Republic of Uzbekistan "On Insolvency" was adopted. This Law was developed in accordance with Article 155 of the State Program for 2020. The article describes the foreign models of bankruptcy prediction and the indicators used in them. Based on the research results, practical recommendations are provided for increasing the company's economic potential and ensuring its financial stability through an analysis of the effective use of working capital. The article examines the practical aspects of this problem, increasing the relevance of working capital analysis in companies based on international financial reporting standards for professionals working in various fields.
