FINANCIAL STABILITY IS A FACTOR OF THE EFFICIENCY OF INNOVATIVE PROJECTS

Indicators of financial stability of enterprises are considered as one of the important factors in assessing the efficiency of their innovation and investment activities. The financial indicators and the practice of their analysis in assessing the effectiveness of innovation and investment projects of industrial enterprises were clarified in the article. The features of the development of enterprises, the necessity of companies to support their innovative activities, as well as the main reasons for their development at different levels were covered. Indicators of the innovative potential of enterprises were analyzed in sequence. A number of examples were also taken from foreign experience in supporting innovation. In conclusion, a set of measures implemented to improve the efficiency of innovation and investment projects of enterprises was presented.

PRACTICAL EFFECTIVENESS OF FINANCIAL SUPPORT IN ENHANCING EXPORT CAPACITY: THE RESEARCH AND RESULTS

As a result of financial assistance aimed at increasing export potential, local products worth 14 billion USD were delivered to foreign markets. This article analyzes advanced international practices in the financial support of Special Economic Zones (SEZs) and justifies the prospects for their application in the context of Uzbekistan. The study examines mechanisms for enhancing the investment attractiveness of SEZs, drawing on the experiences of the United States, China, Japan, Russia, and other countries. These mechanisms include tax and customs incentives, infrastructure projects under public–private partnerships, special investment funds, and credit lines from international financial institutions. Recommendations are provided for increasing regional production efficiency, expanding exports, and creating new jobs by adapting global best practices to national conditions.

ENSURING FINANCIAL STABILITY IN AGRICULTURAL FINANCING THROUGH THE INTEGRATION OF BUDGETARY, INSURANCE AND BANKING MECHANISMS

This article examines how financial stability in agriculture can be enhanced through the integration of budgetary, insurance and banking mechanisms of agricultural financing. The main purpose of the study is to assess the synergistic effect of combining government budget support, agricultural insurance and commercial bank lending in the context of Uzbekistan’s rural sector. The methodological framework includes a literature review, correlation and regression analysis, an insurance pricing model, credit risk analysis and the assessment of a farm capitalization index. The empirical database is built using statistics from international organizations such as the IMF, FAO, World Bank and OECD, as well as official data from Uzbekistan. The results show that higher public agricultural expenditure reduces the volatility of agricultural growth, expanded insurance coverage improves farmers’ access to credit, and insured loans exhibit significantly lower default probabilities. The relatively low farm capitalization index indicates that Uzbekistan’s agricultural sector is undercapitalized and constrained in terms of long-term investments. The authors argue that the integrated use of budgetary support, insurance schemes and bank lending should be viewed as a strategic direction for strengthening financial stability in agriculture and propose practical policy recommendations for agricultural and financial authorities.

ORGANIZATIONAL AND LEGAL FOUNDATIONS FOR THE DEVELOPMENT OF SMALL BUSINESS IN AGRICULTURE OF UZBEKISTAN

This scientific article analyzes the organizational and legal framework for the development of small business and private entrepreneurship in agriculture in the Republic of Uzbekistan. The main purpose of the study is to assess the legal conditions created for small business entities operating in the agricultural sector, support measures provided by the state, and their impact on economic development. The article examines the decrees and resolutions of the President of the Republic of Uzbekistan, state programs, and regulatory legal acts aimed at the development of small business and private entrepreneurship as the main sources. These documents pay special attention to issues such as liberalization of entrepreneurial activity, simplification of registration procedures, provision of tax and financial incentives, and expansion of preferential lending mechanisms. These measures serve to create a favorable business environment for the activities of small business entities. During the study, the production volume, share of employment, and place of small business in agriculture in the economy were analyzed based on official statistical data. The results show that small businesses play an important role in providing employment, increasing incomes, and increasing food production in rural areas. In particular, dehkan farms and small enterprises provide the bulk of agricultural production. At the same time, the article also highlights some of the problems that hinder the development of small businesses, including limited access to financial resources, and shortcomings in the infrastructure and logistics system. At the end of the study, practical conclusions and proposals are made for the further development of small businesses in agriculture.

From a theoretical point of view, the article highlights the foreign experience of legal regulation of the organization of internal control and audit, which includes the stages of development of legal support for the organization of internal control and audit around the world, the provisions of the Sarbanes Law. The Oxley Act on the organization of internal control, including: issues such as corporate responsibility, auditor independence and conflict of interest, transparency of financial reporting, creation of regulatory bodies at the organizational and state levels are explored.
The article also provides a more comprehensive overview of the responsibilities for setting up and maintaining internal controls and the requirements for a board of directors in the UK. In addition, the main documents in the field of regulation of internal control and audit in the EU countries were studied. Unlike foreign countries, our national legislation subjected to a critical analysis of the existing legal documents on the organization of internal control and audit.

TAX BENEFITS AND SUBSIDIES IN THE HOTEL INDUSTRY OF UZBEKISTAN AND SOUTH KOREA: ECONOMIC EFFICIENCY ANALYSIS

This scientific study is devoted to a comparative analysis of the economic efficiency of tax incentives and subsidy policies in the development of the hotel industry in Uzbekistan and South Korea. The work comprehensively studies the methods of financial stimulation of the hotel sector, their impact on investment attractiveness and regional economic 


growth based on the experience of the two countries. The main objective of the study is to determine the effectiveness of economic instruments that support the development of the hotel industry, in particular, through tax incentives and state subsidies. At the same time, the practical results of public-private partnership mechanisms are also evaluated based on empirical evidence. During the study, the relative advantages of the effectiveness of financial approaches used in Uzbekistan and South Korea are determined; The impact of tax and subsidy policies on reducing interregional disparities and increasing tourism potential is assessed; An incentive model adapted for Uzbekistan, based on international best practices, is developed. This study is of practical and theoretical importance for economists, analysts, tourism decision-makers, investment policymakers, as well as postgraduate researchers. The study not only highlights existing economic and institutional problems, but also puts forward scientifically based proposals for their solution. Therefore, this work serves as a reliable source for creating a sustainable tourism policy. The scientific novelty of the study is the first systematic comparative analysis of the practice of applying tax incentives and subsidies in the hotel industry of Uzbekistan and South Korea. This work identifies the impact of tax incentives on criteria such as investment activity, regional development, and service quality. In addition, an incentive model adapted to national conditions and focused on economic efficiency was developed, and practical recommendations were given for the development of tourism infrastructure based on public-private partnerships.
