This research paper examines the content of financing higher education institutions, sources of financing and the role of extra-budgetary funds in it. The main indicators of extra-budgetary funds of higher education institutions were also analyzed and corresponding conclusions were made, scientific proposals and practical recommendations were developed.

This article analyzes the accounting of cash funds in business entities, their turnover, the procedure of cash and bank operations, as well as the efficiency of cash flow management. Cash flow is considered one of the key factors determining the financial stability, liquidity level, and financial security of an enterprise. During the research, existing regulatory and legal documents, accounting standards, and methods applied in practice were examined. Based on the analysis results, proposals were developed for planning, controlling, and optimizing cash flows.
The article analyzes the issues of expanding the role and significance of non-state financial control in ensuring the effective use of budgetary funds. Alongside state financial control, the importance of such forms of non-state financial control as independent audit, public oversight, and the participation of civil society institutions is substantiated, as they contribute to increasing the transparency and accountability of budgetary processes. In addition, foreign experience is examined, and scientific and practical proposals and recommendations aimed at improving national practice are developed.
This article discusses the issues of effective use of budget funds when improving the social protection system. In particular, the scientific works of domestic and foreign scientists on this matter have been studied. The execution of state budget funds is analyzed and ways of using result-oriented budgeting to ensure the efficiency of social sector expenditures in the budget system are considered. Also, the conditions for applying the methods of mathematical modeling of valuation works, the mechanism of the interactive process of mathematical and software provision of asset valuation, and suggestions and recommendations based on them are given.
This article analyzes the mechanisms of using financial instruments in ensuring regional development and their economic effectiveness. The study comparatively studies the models of financing regional development based on the experience of the European Union countries, in particular Poland and Turkey. The article analyzes the institutional foundations of financial instruments, revolving financing mechanisms, the activities of regional development agencies and the economic results of financing systems implemented on the basis of public-private partnerships. According to the results of the analysis, it was found that the effectiveness of financial instruments in regional development depends on their repeatability, targeting and the level of institutional coordination. Also, based on the experience of Poland and Turkey, the importance of using effective models of regional financing, in particular, revolving funds, regional development agencies and innovative financial instruments (venture funds, "green" bonds, sukuk) is substantiated. The results of the study allow us to develop practical recommendations for improving regional development financing mechanisms in Uzbekistan, increasing the economic potential of regions and stimulating investment activity.

It examines the degree of robustness of the instruments of the Islamic capital market to external shock factors in comparison with traditional ones. The author drew important conclusions as a result of an analysis conducted using the Hills estimation and OLS log-log regression methods.
The article examines the issue of increasing the effectiveness of budget organizations through the influence of financial control. The researches of economists on financial control were studied, the activities of financial control bodies were studied to ensure the purposeful spending of funds of budget organizations, analytical operations were performed, and conclusions were formed at the end.
The Islamic finance industry resiliently grew by 17% in 2021, reaching nearly US$4 trillion in total assets. The growth was evident across sectors including Islamic banking, Sukuk, Islamic funds, and other financial institutions. Notably, Islamic banking, comprising 70% of assets, expanded due to government support, operational efficiency, and strong demand. Net income surged by 290%, while average return on assets also increased. The rise of fully digital Islamic banks globally and responses to the LIBOR transition, such as Malaysia's MYOR-i and Oman's Islamic money market instruments, highlighted industry innovation. Efforts to enhance sustainability, governance, knowledge, and awareness through the Islamic Finance Development Indicator (IFDI) underscore industry progress, positioning Islamic finance for continued growth and innovation.

The purpose of this article is to determine the role of small business in the national economy of Karakalpakstan. Statistical data for 2015-2022 were used to solve this problem. The article shows the role of small business for the national economies of developed and developing countries, a comparative analysis is carried out on such characteristics as employment, the structure of small business according to macroeconomic indicators, the contribution of small business to the replenishment of the budget and extra-budgetary funds. The problems of comparing statistical data on small business in Karakalpakstan are shown. A special feature of the article is the consideration of self-employment as a structural element of small business in Karakalpakstan.

This paper examines the emergence and development of the venture capital (VC) ecosystem in Uzbekistan, a transition economy in Central Asia striving to foster innovation and high-growth entrepreneurship. Drawing on theoretical frameworks related to innovation finance and entrepreneurial ecosystems, the study explores the current landscape of VC activity in Uzbekistan, identifies key structural challenges such as limited exit opportunities, low financial literacy, commercialization barriers, and legal-regulatory gaps and assesses the effectiveness of recent policy initiatives. The analysis integrates insights from the 2024 KPMG report on Central Asia and supplements it with comparative lessons from international case studies, including Israel’s Yozma program, Singapore’s co-investment incentives, and South Korea’s fund-of-funds model. The paper proposes a set of phased policy recommendations to strengthen the VC ecosystem, including legal reforms, investor tax incentives, co-investment mechanisms, and capacity-building initiatives. The findings suggest that while Uzbekistan’s VC sector is still nascent, targeted policy interventions can accelerate its evolution into a robust, globally integrated driver of innovation-led economic growth.

During the research, the theoretical and methodological foundations of financial reports, international experience and national operations were analyzed. Ways to solve the existing problems and promising directions are justified. Research results serve to improve the reporting system in budget organizations and increase the efficiency of using state funds.
