The level of income, including wages of the population, is associated with the social well-being of the family. Depending on the level of income, a person achieves a certain goal: survival, material prosperity, development.

THE IMPORTANCE OF A RESULT ORIENTED BUDGETING SYSTEM

The article discusses the issues of results-oriented budgeting. Results-based budgeting in a complex nonlinear system requires the formation of a clear financial goal. This also requires the formation of some basic indicators to determine even non-financial factors, norms, values that can be converted into budget revenues and expenses. The purpose of budget formation and execution is to achieve specific results in accordance with the strategic directions, goals and objectives of state budget policy.
The author proposes a model for combining budget management with the “target funnel (vortex)” method, which ensures that budget expenditures are directed towards a target with the efficiency of their use in the financial and economic space. Performance management requires the work to be done to achieve them and the resources that must be expended in the process of doing that work. The paradigm that integrates the management of these three components is performance budgeting. The hallmark of results-based budgeting is flexibility. This flexibility allows the program administrator to adjust the annual financial plan based on the results of systematic monitoring of management activities, decision-making and measures to further improve public administration. It will also be possible to reward subjects who achieve the best results.

IDENTIFYING THE OPTIMAL INFLATION POLICY FOR SUSTAINABLE ECONOMIC GROWTH IN UZBEKISTAN

Knowledge of optimal monetary policy and frequently the rules of optimization in flexible inflation targeting assign central banks the task of developing all types of cyclical policies. The goal of optimal inflation policy is to achieve macroeconomic stability and stimulate sustainable economic growth. To determine the amount of monetary policy associated with the rule of monetary policy and to establish the proposed optimal inflation target, we use the DSGE econometric model. The relationship between r (refinancing rate) and the optimal inflation target has a downward slope. Although the growth of the optimal inflation level is smaller than the decrease in r, it has been found that in areas with current empirical significance, the slope of the relationship is close to -1. This angle parameter is sufficient to ensure uncertainty. It was found that in strategies such as price level setting and their diversity, the optimal inflation target is significantly lower and less sensitive to r."*

In recent years, strategies and programs aimed at poverty reduction have been developed in Uzbekistan, with the goal of improving the living standards and quality of life for the population in various regions. This article is dedicated to studying the effective impact of digital technologies on poverty reduction in Uzbekistan. To conduct this research, the "From Poverty to Prosperity"(2024) program was adopted. The analysis results show that digital technologies have a positive impact on poverty reduction. At the conclusion of the study, a model to enhance the impact of digital technologies on poverty reduction was proposed. The aim is to improve the quality of public services in poverty reduction by developing human resources, reforming the labor market, implementing modern forms of employment, and widely introducing decent labor standards based on international standards.

This article analyzes the role of the IT sector in enhancing the competitiveness of the national economy under the conditions of globalization. Digital transformation is considered a key factor in economic modernization, export potential growth, and human capital development. The article examines current trends in the global IT market and highlights efforts to develop digital infrastructure in the Republic of Uzbekistan, particularly through the example of the Tashkent IT Park. Statistical data on the structure of ICT services, export volumes, and employment levels are presented. The importance of government support, investment in education, and the training of IT specialists is emphasized. In conclusion, strategic directions are proposed for developing a “knowledge economy” and integrating the IT sector into the global digital space. This article has been prepared within the framework of the scientific research project titled “Study of the prospects and challenges of liberalizing trade in services between Russia and Uzbekistan, as well as the development of recommendations for increasing its volume and mechanisms for achieving this goal”.

This article is devoted to improving the methodology for applying artificial intelligence (AI) systems in order to achieve sustainable economic growth in the conditions of Uzbekistan. The main goal of the research is to develop effective mechanisms for integrating AI technologies into national economic sectors (for example, agriculture, industry or services). The article analyzes existing foreign and domestic experiences and identifies institutional, technical and personnel problems in the implementation of AI. As a main result, an improved methodology for implementing AI-based decision-making systems in economic planning is proposed. This methodology is based on the principles of AI security, transparency and economic efficiency. The results of the research are of practical importance in developing economic development strategies and using AI technologies.
