SOCIAL INSURANCE AS A FACTOR OF SOCIAL PROTECTION OF THE POPULATION

This article provides a scientific-theoretical and empirical analysis of the prospects for the gradual introduction of the state social insurance system in the Republic of Uzbekistan. Based on the Law of the Republic of Uzbekistan “On State Social Insurance” No. ORQ-1101 dated December 9, 2025, mechanisms for covering such social risks as maternity and childbirth benefits, temporary disability benefits, and later unemployment benefits are being introduced starting from 2026. The article examines the limitations of the existing pension system, the economic and social effectiveness of the new system, issues of demographic pressure, and financial sustainability. For the empirical analysis, tables and graphs based on data from the State Statistics Agency, the World Bank, and the International Labour Organization are presented. The research findings indicate that the social insurance system plays a significant role in promoting formal employment, reducing the risk of poverty, and supporting economic growth. However, challenges such as the informal sector and demographic aging need to be addressed.

THE ROLE OF FISCAL POLICY IN ENHANCING THE EFFICIENCY OF SOCIAL SECTOR FINANCING

This article examines the issues of financial support for the social sector. The study outlines the economic essence of the social sphere, its main funding sources, and its place within the state budget system. The role of fiscal policy in shaping social expenditures and supporting social development is also analyzed. The research employs both descriptive and econometric methods. Using a multiple regression model, it evaluates the impact of tax revenues, budget deficits, and inflation indicators on the share of social expenditures. The findings made it possible to develop certain scientific conclusions and practical recommendations aimed at improving the efficiency of social sector financing.

This study focuses on the impact and importance of marketing for business. An increase in the number of media subscribers among business owners can significantly increase the demand for specific products or services in the tourism sector. Digital marketing plays an important role in attracting customers and establishing brand popularity among competitors. In particular, this project aims to illustrate the role of marketing in business in the Uzbek market. Currently, the digital landscape offers services that allow customers to access a variety of information through their devices on platforms. Moreover, business leaders have the right to use marketing tools to increase brand loyalty. In short, this study focuses on user acceptance rates. Collects data on the effectiveness of stores in the market in Uzbekistan. Small businesses provide the opportunity to use digital marketing tools that attract loyal customers who are willing to invest in specific products or services in the tourism industry (for example, hotels, hostels, restaurants, spas, pubs, bars, etc.). Studying marketing can help raise awareness in society, leading to an impact on opinions people. Therefore, achieving success in the media is crucial to achieving goals in any business.

The research methodology includes a comparative analysis of international and national CSR implementation practices. The article emphasizes that companies view social projects as investments that contribute to competitive advantages and sustainable development. Examples of successful companies are provided, and barriers to CSR development in Uzbekistan are analyzed, along with proposed solutions to overcome them.

ANALYSIS OF THE IMPACT OF PUBLIC FINANCIAL MANAGEMENT EFFICIENCY ON SOCIAL JUSTICE THROUGH PEFA AND CEQ METHODOLOGIES

The article addresses to examine how improvements in fiscal governance affect social equity outcomes by integrating the empirical framework that combines (the Public Expenditure and Financial Accountability) PEFA-based indicators of (Public financial management) PFM efficiency framework with (the Commitment to Equity) CEQ-based measures of income inequality and poverty methodology. The develops Relying exclusively on publicly available data from national statistical and fiscal sources, the paper constructs a composite PFM index and estimates its relationship with social equity outcomes over the period 2010-2024. Regression results indicate that improvements in public financial management are significantly associated with reductions in income inequality and poverty. In particular, budget credibility and fiscal risk management emerge as the most influential institutional dimensions driving redistribution effectiveness. The study provides novel empirical evidence from a transition economy and highlights the importance of integrating institutional and distributional perspectives in fiscal governance reforms.

DETERMINANTS OF FEMALE ENTREPRENEURIAL SUCCESS: SYSTEMATIC LITERATURE REVIEW

While female entrepreneurship has grown to be a significant force behind social and economic advancement, research on the subject is still dispersed, making it difficult to pinpoint the elements that lead to women's entrepreneurial success. This study synthesizes previous research in this topic by conducting a systematic literature review in accordance with PRISMA 2020 principles. Major academic databases were used to find pertinent studies, which were then filtered following predetermined standards.The results show that a mix of contextual, relational, and individual factors affect the success of female entrepreneurs. Key influences include one's own ability, networks and social support, and external factors including institutional context and financial access. The review also emphasizes how sustainability-oriented activities are becoming more important but are still not well understood. All things considered, this study offers a comprehensive viewpoint on female business success and points out important areas for further investigation.

FROM ASSET-HEAVY EXPANSION TO ASSET-LIGHT TRANSFORMATION: EVOLUTIONARYS MECHANISM AND PERFORMANCE PATHWAYS OF CHINESE TOURISM ENTERPRISES’ OUTWARD FOREIGN DIRECT INVESTMENT: A LONGITUDINAL CASE STUDY OF H WORLD GROUP (2014–2024)

This study conducts a longitudinal case analysis of H World Group (2014–2024) to investigate the evolutionary mechanism of Chinese tourism enterprises' transition from asset-heavy to asset-light OFDI. The findings reveal that under macro-level pressures, firms leverage digital capabilities to construct a chain mechanism of "model → localization → legitimacy → performance". The asset-light model effectively overcomes the liability of foreignness through non-equity control and local embeddedness. This paper revises the explanatory limitations of the OLI paradigm, expands the social dimension and dynamic perspective of tourism investment research, and suggests that Belt and Road countries such as Uzbekistan can achieve sustainable development and inclusive growth by attracting capability-output-oriented investment.

THE IMPACT OF TOURISM ON SOCIO-ECONOMIC DEVELOPMENT

This article provides a comprehensive analysis of the impact of tourism on socio-economic development based on theoretical and empirical studies. The research considers tourism as an important driver of economic growth and examines its influence on gross domestic product growth, employment expansion, foreign currency earnings, infrastructure development, and the enhancement of regional economic activity on the basis of scientific sources. From a methodological perspective, the article employs methods of literature review, comparative analysis, and synthesis of empirical results. The findings indicate that the economic efficiency of tourism is directly dependent on a country’s institutional environment, the level of infrastructure development, and the quality of governance. In addition, it is substantiated that through the multiplicative effect of tourism, additional sources of economic growth and employment are generated in other sectors of the economy. The conclusions drawn are of significant practical importance for the scientifically grounded formulation of tourism policy and the development of practical recommendations aimed at ensuring the sustainable development of the sector.

This article examines the concept of qualitative economic growth and its role as a central indicator of Uzbekistan's economic development. In contrast to traditional measures focused solely on GDP growth, qualitative economic growth emphasizes sustainable development, structural diversification, productivity growth, income equality, and social well-being. The study analyzes Uzbekistan's economic trajectory over the past decade, focusing on improvements in industrial production, investments in human capital, technology adoption, and institutional reforms. Using qualitative and quantitative data, the article assesses how macroeconomic stability, structural reforms, and regional development initiatives contribute not only to the volume but also to the quality of growth. The article concludes with recommendations for improving the quality of growth, including diversifying the economy, developing high-value industries, strengthening social protection, and improving governance efficiency.
