The article considers an important issue of training personnel with a scientific degree and the possibilities in the field of using statistical analysis to forecast this process. The use of statistical analysis to study and forecast the processes of training personnel with a scientific degree allows to significantly improve the efficiency of managing this process, optimize training costs, and ensure more accurate planning of the need for scientific personnel. Using the information from this research, it is possible to develop a system for training personnel with a scientific degree and to increase their competitiveness in the labor market.

This article examines the issues of improving mechanisms for effective management of tourism services. The study analyzes the theoretical foundations and practical significance of institutional, economic, strategic, organizational, digital, marketing, monitoring, human resource, and sustainable development mechanisms in managing the tourism services market. Based on the case of Uzbekistan, the findings reveal that scientific research mainly focuses on institutional and economic mechanisms, while digital management, monitoring, and sustainability aspects remain insufficiently explored. The study substantiates the need for an integrated management approach and proposes scientifically grounded conclusions and practical recommendations for enhancing the efficiency of tourism services management.

This article analyzes the role of the IT sector in enhancing the competitiveness of the national economy under the conditions of globalization. Digital transformation is considered a key factor in economic modernization, export potential growth, and human capital development. The article examines current trends in the global IT market and highlights efforts to develop digital infrastructure in the Republic of Uzbekistan, particularly through the example of the Tashkent IT Park. Statistical data on the structure of ICT services, export volumes, and employment levels are presented. The importance of government support, investment in education, and the training of IT specialists is emphasized. In conclusion, strategic directions are proposed for developing a “knowledge economy” and integrating the IT sector into the global digital space. This article has been prepared within the framework of the scientific research project titled “Study of the prospects and challenges of liberalizing trade in services between Russia and Uzbekistan, as well as the development of recommendations for increasing its volume and mechanisms for achieving this goal”.

This article presents comprehensive information on sukuk, an Islamic security, which is considered an Islamic security, in which order it is emitted, and its introduction into financial markets, and various scientific works that describe its importance in the country's economy have been studied and analyzed. The study encompasses an exploration of international experiences in sukuk implementation, citing instances of its introduction into global financial markets. A thorough examination of 50 articles, sourced from both foreign and domestic scholars, was conducted via platforms such as ScienceDirect, Google Scholar, and other scientific databases. This scientific work synthesizes insights from 20 selected articles to provide a nuanced understanding of the subject.

This article examines the economic essence of the performance efficiency of Islamic financial institutions, their role in the modern financial system, and their significance in financing the real sector of the economy. The paper analyses the fundamental principles of Islamic finance, including the prohibition of riba, gharar and maysir, the reliance of financial transactions on real assets, the equitable distribution of profit and loss, and the compliance of financial operations with Shariah requirements. Particular attention is paid to the economic content, operational mechanisms, risk characteristics and profitability potential of Islamic financial instruments such as musharakah, mudarabah, murabahah, ijarah, salam, istisna, sukuk, qard hasan and takaful. The study substantiates the role of Islamic financial institutions in expanding financial inclusion, supporting small and medium-sized enterprises, financing investment projects and reducing systemic financial risks. The AAOIFI and IFSB international standards are considered important methodological foundations for the legal, accounting and prudential regulation of Islamic financial institutions. The article argues that the efficiency of Islamic financial instruments is reflected in their ability to distribute risks fairly, ensure asset-backed financing, strengthen social responsibility and contribute to sustainable economic development.

The article provides a scientific analysis of the concept of the investment environment, its structural components, and the internal and external factors influencing it. The objective necessity of ensuring investment attractiveness is substantiated. Particular emphasis is placed on the role of macroeconomic balance and institutional reforms, as well as the creation of a favorable business environment for both foreign and domestic investors, in ensuring sustainable economic growth. The criteria for assessing the investment environment and the impact of international ratings and indices on the country’s image are analyzed. Furthermore, the role of enhancing investment attractiveness in strengthening socio-economic stability is scientifically examined.

This article provides a comprehensive analysis of the general theoretical interpretations of the concept of digital technologies and their specific content within the tourism sector based on a scientific approach. The study systematizes classical and contemporary definitions of digital technologies and examines their impact on economic and social processes. In addition, international scientific concepts related to digital technologies in tourism and the approaches of the World Tourism Organization (UNWTO) are reviewed, substantiating the sector-specific characteristics of this concept. The article proposes a new integrated authorial definition of digital technologies in tourism and justifies its scientific novelty. The research findings serve as a conceptual foundation for the development of tourism economics theory and for PhD-level academic research.

This article analyzes scientific research conducted in the field of financial planning and highlights their theoretical and practical aspects. The role of financial planning in economic processes, its tasks at the strategic and tactical levels, and its impact on the financial stability of enterprises were analyzed on a scientific basis. Also, based on the experience of foreign countries, modern methods of financial planning, including budgeting, financial modeling, scenario analysis, and risk management, were studied. The results of the analysis show that financial planning is an important management tool that ensures economic growth and stability. Its effectiveness is directly related to the use of a correct information base, advanced accounting methods, and international standards.

This article analyzes the theoretical models of digitalization in institutional development and their relevance to the financial system. Based on scholarly sources and international experience, it is demonstrated that digital technologies enhance transparency, ensure accountability, reduce transaction costs, and increase economic efficiency in the relations between the state and the private sector. The Technology Acceptance Model, the Diffusion of Innovations Theory, and Institutional Theory are examined as the main approaches to implementing digital solutions. The study also highlights national-level challenges, including insufficient digital infrastructure integration, weak incentive mechanisms for small and medium-sized enterprises, and cybersecurity risks. According to the author’s conclusions, aligning digital technologies with institutional reforms and international standards is a key factor in strengthening the stability of Uzbekistan’s financial system and building public trust.

This article has studied and analyzed various scientific works that describe the instruments of Islamic finance and project financing through Islamic finance, as well as its differences and advantages from the traditional financing system. During the study and analysis of scientific works, international experience was studied and ways to further improve the financing of projects through Islamic instruments were presented. At the same time, from the scientific works carried out within the framework of ScienceDirect, Google Scholar and Researchgate, 54 articles on the topic were studied, 24 of which were reflected in this article.

The article covers the issues of the establishment, introduction, development of takaful insurance funds in Uzbekistan and the essence of the Islamic financial market, the study of scientific approaches to its modern Islamic financial instruments, as well as the scientific foundations of the mechanism and typology of the takaful insurance market; elucidates scientific and theoretical views on the content of takaful insurance funds as an economic category and its role in the global insurance market, and assesses the development and modern state of takaful insurance funds in the insurance market.

This scientific study is devoted to a comparative analysis of the economic efficiency of tax incentives and subsidy policies in the development of the hotel industry in Uzbekistan and South Korea. The work comprehensively studies the methods of financial stimulation of the hotel sector, their impact on investment attractiveness and regional economic 

growth based on the experience of the two countries. The main objective of the study is to determine the effectiveness of economic instruments that support the development of the hotel industry, in particular, through tax incentives and state subsidies. At the same time, the practical results of public-private partnership mechanisms are also evaluated based on empirical evidence. During the study, the relative advantages of the effectiveness of financial approaches used in Uzbekistan and South Korea are determined; The impact of tax and subsidy policies on reducing interregional disparities and increasing tourism potential is assessed; An incentive model adapted for Uzbekistan, based on international best practices, is developed. This study is of practical and theoretical importance for economists, analysts, tourism decision-makers, investment policymakers, as well as postgraduate researchers. The study not only highlights existing economic and institutional problems, but also puts forward scientifically based proposals for their solution. Therefore, this work serves as a reliable source for creating a sustainable tourism policy. The scientific novelty of the study is the first systematic comparative analysis of the practice of applying tax incentives and subsidies in the hotel industry of Uzbekistan and South Korea. This work identifies the impact of tax incentives on criteria such as investment activity, regional development, and service quality. In addition, an incentive model adapted to national conditions and focused on economic efficiency was developed, and practical recommendations were given for the development of tourism infrastructure based on public-private partnerships.

The article shows the importance of scientific views on foreign experience of tax risk assessment and directions of its use in the national tax system, the importance of tax policy in shaping economic behavior and results in Uzbekistan. They are studied from the point of view of high tax rates, complex rules and low tax ethics as serious obstacles to entrepreneurial activity and development, and scientific conclusions and proposals are formulated, considering the economic essence of foreign experience of tax risk assessment and directions of its use in the national tax system and scientific views on it.

The factors influencing the increase in export potential and its role in the national economy of the country, practical and theoretical aspects of increasing export efficiency are considered. The article provides an empirical analysis of the financial indicators of various countries with developed Islamic finance, where Islamic banks and Islamic windows operate, for the period 2014-2024. The results of the study showed that Islamic banks have high operational efficiency and profitability due to the use of existing infrastructure. These results also allowed us to determine which type of Islamic banking is the most appropriate choice in the current conditions of Uzbekistan. Based on international experience, optimal benchmarks and strategic recommendations for the implementation of Islamic windows in the banking system of Uzbekistan have been developed.

Accurate exchange rate forecasting is of considerable practical importance for emerging and frontier markets. In such markets, exchange rates tend to exhibit high volatility and may fluctuate significantly due to depreciation pressures, external economic shocks, inflation differentials, and uncertainty in financial markets. This study employs the ARIMA–eGARCH–Monte Carlo modeling framework to forecast the USD/UZS exchange rate. The analysis is based on daily exchange rate data covering the period from January 2018 to April 2026. First, logarithmic exchange rate returns were calculated, and their stationarity was examined using the Augmented Dickey–Fuller (ADF), Phillips–Perron (PP), and KPSS tests. Subsequently, the ARIMA model was employed to capture the conditional mean dynamics of exchange rate returns, while sGARCH, eGARCH, and gjrGARCH models were compared to evaluate volatility clustering and asymmetric shock effects. The empirical results identified the eGARCH(1,1) specification as the best-performing model. In the next stage, 50,000 Monte Carlo simulations were conducted based on the selected model to generate exchange rate forecasts for a 252-trading-day horizon. The simulation results provided probability-based scenarios for the future path of the USD/UZS exchange rate over the following year. The baseline median forecast indicated an exchange rate of UZS 12,518 per US dollar, while the 90% prediction interval ranged from UZS 11,621 to UZS 13,218. The findings suggest that depreciation shocks have a significant impact on the dynamics of the USD/UZS exchange rate and that probability-based forecasting provides a more informative assessment of future exchange rate movements than conventional point forecasts. The proposed approach offers practical implications for the Central Bank, commercial banks, export-import enterprises, and risk managers in assessing foreign exchange risk and conducting stress testing.

This article analyzes the conventional and unconventional monetary policy instruments employed by the Central Bank of the Republic of Uzbekistan during 2020–2025. The research covers the key interest rate, required reserve ratios, bond issuance, deposit auctions, interest rate corridor, and balance sheet expansion policy. Based on statistical-empirical analysis, the effectiveness of the Central Bank's monetary policy instruments in curbing inflation, stabilizing the national currency, and managing banking system liquidity is evaluated.

The study aims to evaluate the impact of budget balance and gross government debt on inflation in Uzbekistan for 2011-2024. A multiple linear regression analysis was employed. Results indicate a statistically significant positive relationship between budget balance, government debt, and inflation, with budget balance exerting the strongest effect.

The article theoretically and scientifically examines the priority directions of modeling investment management processes in the tourism sector and effective activity management. Based on a comparative analysis of approaches by foreign and domestic scholars to the concepts of investment activity and investment activity in the tourism sector, an author’s definition is formulated. In the course of the study, the volume of investments in the tourism industry for 2024–2025 and the factors influencing its changes were modeled using correlation-regression analysis, and forecast indicators up to 2030 were developed. In addition, a scientific and methodological approach to assessing the investment attractiveness of the tourism sector is proposed, and directions for its practical application are substantiated.
