The article reveals the scientific and methodological foundations for implementing innovative activities in the service processes of telecommunication enterprises. It analyzes how, under the conditions of globalization, digital transformation, and the “Industry 4.0” paradigm, innovative approaches in servicing mobile devices, satellite communication systems, internet provider infrastructures, and 5G technologies enhance competition, improve service quality, flexibility, and energy efficiency. The paper also highlights trends in the expansion of digital infrastructure in Uzbekistan, the growth of 5G coverage areas, and the adoption of innovative platforms by national operators. This article analyzes the innovative startup ecosystem formed in Silicon Valley, USA, based on economic and statistical approaches. The study examines the stages of startup development, venture capital dynamics, labor market changes, demographic indicators, and the evolution of technological activity in relation to the labor market, migration flows, patenting rates, and investment volumes. Statistical trends in the number of startups in Silicon Valley, the share of AI startups, newly established technology companies, venture capital distribution, and gender structure were analyzed for the period of 2020-2023. The research results indicate that economic and demographic diversification, investment opportunities, and human resource potential in Silicon Valley are of strategic importance for the sustainable growth of the ecosystem. This experience has practical significance for Uzbekistan in improving national policies and institutional mechanisms to support startups.

In this article, taking into account the identified problems in the development of cities of different administrative ranks, special measures of urban policy are proposed for cities of different ranks. These include: the formation of agglomerations; the transfer of administrative, educational, production facilities outside the city and the transfer of management functions to other structures; the creation of innovative, science-intensive and high-tech activities, innovation-technology clusters; the interaction of nearby territories with cities based on innovative forms of management; the creation of satellite cities; the development of industrial, social, transport, engineering service functions and sectors based on specialization; the development of mechanisms for transferring investments, labor and production resources.
