This article examines the issues of improving the system of communication service provision to the population from institutional and economic perspectives. The study provides a theoretical substantiation of governance mechanisms, regulatory instruments, and factors determining the efficiency of the communication services market. Within the framework of the empirical analysis, official statistical data are employed to explore the relationships between service coverage, intensity of use, and regional economic indicators. The findings demonstrate that the sustainable development of the communication services system is directly dependent on the effectiveness of the institutional environment. The article proposes a model of institutional improvement aimed at aligning state regulatory policy, investment balance, and competitive market conditions. The results of the study provide a foundation for the development of scientifically grounded practical solutions focused on advancing communication services and enhancing sectoral governance efficiency.

This article is devoted to assessing the prospects for attracting foreign direct investment (FDI) to Uzbekistan until 2030 in the context of accelerating structural modernization of the economy, expanding public-private partnerships, the growth of the "green" agenda, and the deepening of digital reforms. The purpose of the study is to identify factors that determine not only the quantitative scale of capital inflow but also its qualitative contribution to productivity, technological renewal, export diversification, and the formation of local value chains. The methodological framework combines comparative-institutional, structural, and problem-oriented analysis of official and analytical materials from 2022-2025. Based on a literature review, it is shown that for developing and transition economies, the sustainable effect of FDI depends on the quality of institutions, the predictability of the regulatory environment, the depth of the financial market, and the state's ability to link investment policy with industrial, innovation, and infrastructure strategies. The article considers the current state of small and medium-sized businesses (SMB) in Kazakhstan on the basis of a comprehensive analysis of state measures to support entrepreneurship in Kazakhstan, identifies the main barriers that hinder its growth and development. Special attention is paid to the problems of lending, taxation and access to information resources. The author considers effective strategies implemented by the government of Kazakhstan within the framework of national programmes and initiatives, and assesses their effectiveness on the basis of available empirical data. International experience is also analysed to identify the most successful incentive mechanisms. The paper offers specific recommendations for improving the institutional environment and developing a comprehensive system of support for priority areas of SME development. The importance of creating favourable conditions for innovation and increasing the export potential of enterprises is discussed. The final part is devoted to strategic planning at the state level to achieve sustainable socio-economic development.

This article analyzes the regulatory and legal frameworks regulating gender equality and personnel policy in Uzbekistan. The study comprehensively studied international standards, national legislation, civil service reforms, gender-legal expertise, gender audit, personnel reserve and issues of ensuring equal opportunities in leadership positions, and revealed the practical importance of gender equality in public administration and personnel policy based on the Laws of the Republic of Uzbekistan No. О'РГ-562, No. О'РГ-561, No. О'РГ-788, the Strategy for Achieving Gender Equality by 2030, the Decree of the President of the Republic of Uzbekistan No. PF-95 dated June 19, 2025, and the World Bank's reports "Women, Business and the Law 2024" and "Uzbekistan Country Gender Assessment". It also analyzed the views of John Rawls, Max Weber, Amartya Sen, Martha Nussbaum, Anne Phillips and Sylvia Walby, the experience of Sweden, France, Germany and Canada. As a result, gender equality is not only at the level of legal guarantees, but also in the areas of open competition, meritocracy, effectiveness, a reserve of leadership personnel, safe The need to develop it as a management mechanism related to the working environment and institutional monitoring was justified.

The methodology combines qualitative comparative analysis, case study, and content analysis of OECD, WTO, IMF, and World Bank materials. The findings show that in Kyrgyzstan, Tajikistan, and Kazakhstan WTO membership stimulated customs digitalization, single-window mechanisms, e-procurement, and greater regulatory transparency. The scientific and practical contribution of the study lies in developing recommendations for Uzbekistan on linking WTO-related reforms with project management modernization, digital monitoring, compliance procedures, and integrated project implementation control.

THE IMPACT OF TOURISM ON SOCIO-ECONOMIC DEVELOPMENT

This article provides a comprehensive analysis of the impact of tourism on socio-economic development based on theoretical and empirical studies. The research considers tourism as an important driver of economic growth and examines its influence on gross domestic product growth, employment expansion, foreign currency earnings, infrastructure development, and the enhancement of regional economic activity on the basis of scientific sources. From a methodological perspective, the article employs methods of literature review, comparative analysis, and synthesis of empirical results. The findings indicate that the economic efficiency of tourism is directly dependent on a country’s institutional environment, the level of infrastructure development, and the quality of governance. In addition, it is substantiated that through the multiplicative effect of tourism, additional sources of economic growth and employment are generated in other sectors of the economy. The conclusions drawn are of significant practical importance for the scientifically grounded formulation of tourism policy and the development of practical recommendations aimed at ensuring the sustainable development of the sector.

THE IMPACT OF ESG DISCLOSURE ON BANK PROFITABILITY AND MARKET VALUE IN EMERGING ECONOMIES: THE CASE OF UZBEKISTAN

This study investigates the impact of Environmental, Social, and Governance (ESG) disclosure on bank profitability and market value in Uzbekistan an underexplored emerging economy in Central Asia undergoing rapid financial and sustainability reforms. Using a panel dataset of 22 commercial banks from 2015 to 2024, we construct a hand-collected ESG disclosure index through systematic content analysis of annual and sustainability reports, supplemented by financial data from the Central Bank of Uzbekistan. Net profit margin serves as the primary measure of profitability, while Tobin’s Q and market capitalization proxy for market value. Employing fixed effects, random effects, and System Generalized Method of Moments (GMM) estimators to address endogeneity and unobserved heterogeneity, we find that higher ESG disclosure is significantly associated with improved bank profitability. Notably, this relationship is driven almost exclusively by the governance (G) pillar, while environmental (E) and social (S) disclosures show no statistically significant effects highlighting the context-specific materiality of ESG dimensions in transitional economies. Robustness checks, including lagged specifications, sub-sample analyses by ownership type, and alternative ESG measures, confirm the reliability of our findings. The results suggest that in Uzbekistan’s institutional environment characterized by ongoing corporate governance reforms and nascent green finance infrastructure transparency in board oversight, risk management, and anti-corruption mechanisms enhances operational efficiency and stakeholder trust, thereby boosting net margins. Our study contributes to the limited literature on ESG-finance linkages in Central Asia and challenges universalist assumptions about ESG materiality by demonstrating that governance remains the most financially relevant pillar in early-stage reform contexts. The findings carry important implications for regulators, bank managers, and international investors: prioritizing credible governance disclosure offers a strategic pathway to both financial performance and market legitimacy. As Uzbekistan advances its National Strategy for Green Economy Development, this research provides empirical grounding for sequenced, institutionally attuned ESG integration in the banking sector.

The article takes an in-depth look at the innovation systems of the United States, the European Union, the Scandinavian countries, South Korea, Singapore, Japan, and Germany. Five main models - open innovation, Triple Helix, cluster innovation, public governance, and corporate strategies - are analyzed based on statistical data for 2024. The results of the study show that each model has its own advantages and is adapted to the institutional environment and economic characteristics of countries. Hybrid models and the integration of sustainable development goals have become the main trends in modern innovation strategies. The recommendations presented for Uzbekistan determine the ways to develop the national innovation ecosystem.

This study explores the privatization of state-owned enterprises (SOEs) through Initial Public Offerings (IPO) and Secondary Public Offerings (SPO), with a focus on Uzbekistan's evolving capital market. Drawing on international experiences from countries such as Korea, China, India, and Turkey, the research highlights how SOE listings can enhance corporate governance, attract foreign investment, increase transparency, and stimulate overall economic development. The article analyzes Uzbekistan’s current market environment, including government-led reforms, investor base limitations, weak listing infrastructure, and challenges in disclosure and corporate governance. While recent initiatives demonstrate a strong governmental push for IPOs of major SOEs, the study identifies systemic barriers such as insufficient institutional investors, underdeveloped underwriting practices, and a lack of market awareness among retail investors. The paper concludes with actionable recommendations, including phased IPO implementations, capacity building for investment banks, strengthening disclosure practices, and fostering public interest in equity investment. The findings aim to support Uzbekistan’s strategic transition from a state-led to a market-oriented economy through sustainable and well-managed privatization programs.
