This article examines the issues of improving the system of communication service provision to the population from institutional and economic perspectives. The study provides a theoretical substantiation of governance mechanisms, regulatory instruments, and factors determining the efficiency of the communication services market. Within the framework of the empirical analysis, official statistical data are employed to explore the relationships between service coverage, intensity of use, and regional economic indicators. The findings demonstrate that the sustainable development of the communication services system is directly dependent on the effectiveness of the institutional environment. The article proposes a model of institutional improvement aimed at aligning state regulatory policy, investment balance, and competitive market conditions. The results of the study provide a foundation for the development of scientifically grounded practical solutions focused on advancing communication services and enhancing sectoral governance efficiency.

THEORETICAL MODELS OF DIGITALIZATION IN INSTITUTIONAL DEVELOPMENT

This article analyzes the theoretical models of digitalization in institutional development and their relevance to the financial system. Based on scholarly sources and international experience, it is demonstrated that digital technologies enhance transparency, ensure accountability, reduce transaction costs, and increase economic efficiency in the relations between the state and the private sector. The Technology Acceptance Model, the Diffusion of Innovations Theory, and Institutional Theory are examined as the main approaches to implementing digital solutions. The study also highlights national-level challenges, including insufficient digital infrastructure integration, weak incentive mechanisms for small and medium-sized enterprises, and cybersecurity risks. According to the author’s conclusions, aligning digital technologies with institutional reforms and international standards is a key factor in strengthening the stability of Uzbekistan’s financial system and building public trust.

THE USE OF FINANCIAL INSTRUMENTS IN FINANCING REGIONAL DEVELOPMENT: A COMPARATIVE ANALYSIS BASED ON THE EXPERIENCE OF POLAND AND TURKEY

This article analyzes the mechanisms of using financial instruments in ensuring regional development and their economic effectiveness. The study comparatively studies the models of financing regional development based on the experience of the European Union countries, in particular Poland and Turkey. The article analyzes the institutional foundations of financial instruments, revolving financing mechanisms, the activities of regional development agencies and the economic results of financing systems implemented on the basis of public-private partnerships. According to the results of the analysis, it was found that the effectiveness of financial instruments in regional development depends on their repeatability, targeting and the level of institutional coordination. Also, based on the experience of Poland and Turkey, the importance of using effective models of regional financing, in particular, revolving funds, regional development agencies and innovative financial instruments (venture funds, "green" bonds, sukuk) is substantiated. The results of the study allow us to develop practical recommendations for improving regional development financing mechanisms in Uzbekistan, increasing the economic potential of regions and stimulating investment activity.

FOUNDATIONS FOR SUPPORTING THE PARTICIPATION OF STATE-OWNED ENTERPRISES IN FINANCIAL MARKETS

This scientific article analyzes the theoretical foundations, economic mechanisms, and institutional aspects of supporting the participation of state-owned enterprises in financial markets. Based on empirical and statistical data, the study demonstrates that the participation of state-owned enterprises in capital markets contributes to increasing market liquidity, attracting long-term investment resources, and reducing the burden on the state budget. In particular, the role of the public sector in capital markets is revealed through the analysis of IPO and SPO activities as well as corporate bond issuance dynamics. The research findings indicate that supporting the participation of state-owned enterprises in financial markets is a key factor in strengthening financial stability, developing market infrastructure, and ensuring the long-term growth of the national economy.

In particular, it provides a scholarly analysis of such factors as low investor confidence, the relatively high cost of capital, the quality of corporate governance, and the limited availability of long-term financing sources. In addressing these challenges, the paper elaborates on the economic foundations and mechanisms for integrating ESG (Environmental, Social, Governance) principles into the financial system. Drawing on the findings of international empirical studies, it synthesizes the impact of ESG factors on risk reduction, enhanced information transparency, and improved access to capital. Furthermore, the study formulates scientific and practical recommendations regarding the priority areas and institutional mechanisms for the implementation of ESG principles in the context of Uzbekistan.

RECOMMENDATIONS ON THE POLICY OF UZBEKISTAN'S PARTICIPATION IN TRADE AGREEMENTS

The article analyzes the economic foundations of Uzbekistan's integration into the international trading system, in particular, the policy of participation in the World Trade Organization. The study reveals the impact of trade agreements on exports, investments and competitiveness. The importance of inclusiveness, institutional coordination and stakeholder participation in the formation of trade policy based on international and regional experience is highlighted. The empirical analysis is carried out using a panel regression model based on data for Uzbekistan, Kazakhstan and Kyrgyzstan for 2000–2024. The results show that WTO membership increases GDP by an average of 17%. It is also found that WTO membership improves the investment climate, increases export diversification and accelerates institutional reforms. According to the forecast analysis, by 2030, Uzbekistan's GDP could reach 245 billion US dollars under WTO membership. The article also focuses on the potential social and cross-sectoral risks of trade liberalization and provides practical recommendations for a balanced trade policy.

This article provides a comprehensive analysis of the directions for developing the national accounting system based on international standards. In particular, a comparative study is conducted on the theoretical foundations, application features, and impact of IFRS, CAS, and AAOIFI on national accounting practices. The study systematizes scholarly perspectives on the adoption of international standards from economic, institutional, and geo-economic viewpoints.

Furthermore, the paper demonstrates that the current accounting system of Uzbekistan represents a hybrid model combining elements of different international frameworks. It is argued that the transition to international standards should not be viewed as a one-dimensional reform but rather as a complex transformation incorporating economic, strategic, and social factors. Based on this approach, the study develops theoretical and practical recommendations aimed at improving the national accounting system, including alignment with key trading partners, strengthening regional integration, and incorporating Islamic finance principles.
