THEORETICAL MODELS OF DIGITALIZATION IN INSTITUTIONAL DEVELOPMENT

This article analyzes the theoretical models of digitalization in institutional development and their relevance to the financial system. Based on scholarly sources and international experience, it is demonstrated that digital technologies enhance transparency, ensure accountability, reduce transaction costs, and increase economic efficiency in the relations between the state and the private sector. The Technology Acceptance Model, the Diffusion of Innovations Theory, and Institutional Theory are examined as the main approaches to implementing digital solutions. The study also highlights national-level challenges, including insufficient digital infrastructure integration, weak incentive mechanisms for small and medium-sized enterprises, and cybersecurity risks. According to the author’s conclusions, aligning digital technologies with institutional reforms and international standards is a key factor in strengthening the stability of Uzbekistan’s financial system and building public trust.

INSTITUTIONAL FACTORS OF CORRUPTION AND THE SHADOW ECONOMY IN UZBEKISTAN - MACROECONOMIC CONSEQUENCES AND COUNTERACTION MECHANISMS

This article examines the institutional relationship between corruption and the shadow economy in Uzbekistan, as well as their impact on market competition, the investment climate, the quality of public administration, and macroeconomic stability. The purpose of the study is to identify the mechanisms through which corrupt practices contribute to the expansion of the shadow economy and to develop scientifically grounded proposals for improving institutional anti-corruption policy. The study employs systemic, comparative, economic-statistical, legal-institutional analysis, and logical generalization methods. The empirical basis of the research includes international rankings for 2017–2025, statistical data on corruption-related crimes for 2023–2024, regulatory legal acts, and scholarly literature. The findings indicate that corruption is not merely a legal offence, but a systemic institutional factor affecting resource allocation, the efficiency of public expenditures, tax discipline, and the scale of the shadow economy. The article develops practical recommendations for the institutional improvement of compliance control mechanisms, digital monitoring, transparency in public procurement, asset recovery, and the preliminary assessment of corruption risks.

This article examines the issues of improving the system of communication service provision to the population from institutional and economic perspectives. The study provides a theoretical substantiation of governance mechanisms, regulatory instruments, and factors determining the efficiency of the communication services market. Within the framework of the empirical analysis, official statistical data are employed to explore the relationships between service coverage, intensity of use, and regional economic indicators. The findings demonstrate that the sustainable development of the communication services system is directly dependent on the effectiveness of the institutional environment. The article proposes a model of institutional improvement aimed at aligning state regulatory policy, investment balance, and competitive market conditions. The results of the study provide a foundation for the development of scientifically grounded practical solutions focused on advancing communication services and enhancing sectoral governance efficiency.

EVOLUTION OF CORPORATE GOVERNANCE IN THE DIGITAL ECONOMY

This article provides a scientific analysis of the evolution of corporate governance systems in the context of the digital economy and changes in their institutional framework. The study substantiates that digital technologies are no longer auxiliary tools but have become the institutional core of modern corporate governance. Particular attention is paid to the changing role of the board of directors in shaping digital strategy, data governance, and digital risk management. The paper systematically examines institutional, organizational, technological, and regulatory challenges associated with the implementation of digital corporate governance in state-owned enterprises. The findings indicate that digital corporate governance enhances transparency, improves the timeliness and quality of managerial decision-making, and strengthens investment attractiveness. An original approach to a digital corporate governance model adapted to the conditions of the Republic of Uzbekistan is proposed.

The paper provides a comprehensive analysis of the institutional determinants and macroeconomic effects of the shadow economy in Uzbekistan. By integrating official statistics, international assessments, the regulatory framework, and contemporary theoretical approaches, the shadow economy is interpreted as a multi-layered phenomenon associated with fiscal pressure, regulatory complexity, governance quality, corruption, cash-based transactions, and deficits of social trust. The study reveals the scale of the unobserved economy, its uneven sectoral distribution, and its interaction with the formal sector. It is argued that an effective policy should combine control measures with stronger incentives for formalisation, deeper digitalisation, and enhanced institutional transparency.

DIGITAL TRANSFORMATION OF PUBLIC ADMINISTRATION IN UZBEKISTAN: REFORM PHASES, PLATFORMIZATION, AND PUBLIC SERVICE MODERNIZATION

Uzbekistan has accelerated the digitalization of public services through legal reforms, infrastructure investments, and the expansion of unified service channels. However, international research shows that simply increasing the service catalog does not lead to meaningful transformation unless back-office interoperability, data governance, and user-centered design help reduce document burdens and procedural uncertainties. This paper presents a three-wave maturity model of Uzbekistan’s progress: (1) establishing basic infrastructure and internal digitization; (2) platform development and hybrid service delivery via a unified portal and one-stop shops; and (3) moving toward data-driven, proactive services based on life events. Using qualitative analysis of documents, institutional mapping, and benchmarking against OECD/UN/World Bank frameworks, the study links each stage’s enablers to expected outcomes like efficiency, transparency, and inclusion, as well as key risks such as data quality issues, interagency coordination gaps, cybersecurity and privacy threats, and uneven adoption. An analytical matrix highlights priority policy actions, including clearer data stewardship, enforceable interoperability standards, security-by-design, and institutionalized user experience (UX) standards integrated into administrative procedures and remedy mechanisms. Lessons from India’s digital public infrastructure show how reusable core components can accelerate scaling while also heightening governance requirements for accountability and trust.

Настоящая статья анализирует современные подходы к оценке различий в экономическом развитии регионов на научной основе. Во введении подчеркивается значимость региональных различий в глобальной экономике, акцентируя тенденции, такие как цифровизация, устойчивость и резилиентность. Обзор литературы, основанный на более чем 15 статьях из престижных международных журналов за последние годы, обсуждает группы, включая пространственное моделирование, цифровой анализ, резилиентность и институциональные факторы. Методология основана на дизайне смешанных методов, включающем синтез литературы и систематический анализ. Результаты анализа раскрывают динамику различий через пространственную автокорреляцию, экологическую чувствительность и институциональные индикаторы, демонстрируя процессы дивергенции в развивающихся странах. В заключении оцениваются преимущества и ограничения подходов, рекомендуется политика, основанная на месте, зеленые инвестиции и цифровая интеграция. Результаты имеют научную и практическую ценность для сокращения региональных различий.

DIRECTIONS FOR STRENGTHENING THE ROLE OF MAHALLA INSTITUTIONS IN ENSURING EMPLOYMENT IN UZBEKISTAN

This article examines the practical role of mahalla institutions in promoting employment, evaluates the effectiveness of existing organizational and institutional mechanisms, and substantiates the need for their improvement. The survey conducted at the mahalla level reveals that employment remains insufficiently prioritized among the main areas of mahalla activity, and current initiatives lack systematization. Within the study, an integrated institutional–organizational mechanism was developed to strengthen the functions of mahalla institutions across diagnostics, vocational training, support for self-employment initiatives, mobilization of financial resources, and monitoring. The proposed mechanism is aimed at enhancing the institutional capacity of mahalla governance in employment promotion, supporting household-based entrepreneurship, and revitalizing local labor markets.

The present study investigates the transformative impact of the Fourth Industrial Revolution, encapsulated in the "Industry 4.0" framework, on the socio-economic systems of G7 countries, Russia, Kazakhstan, and Uzbekistan, drawing on contemporary scientific evidence. It explores how the integration of digital technologies—such as Big Data, the Internet of Things (IoT), and cyber-physical systems—reshapes industrial production, enhances resource efficiency, and fosters sustainable development, while simultaneously posing social and institutional challenges. The research employs a systemic analysis and comparative approach, highlighting the differential adoption of smart technologies like Smart Grid in Russia and IoT-driven agricultural advancements in Uzbekistan, alongside G7 leadership in automation. Findings reveal that while Industry 4.0 drives economic growth and environmental benefits, it also exacerbates labor market disruptions and resource demands, necessitating robust institutional reforms and a "Just Transition" framework. This comparative analysis underscores the need for tailored strategies to balance technological progress with social equity across diverse economic contexts.

OPPORTUNITIES FOR INCREASING AGRICULTURAL EFFICIENCY IN UZBEKISTAN: THE CASE OF SAMARKAND REGION

This study evaluates the technical efficiency of wheat-producing farms in the Samarkand region and identifies the key factors influencing it. The analysis is based on survey data collected from 300 farmers in 2024. A two-stage methodological approach was applied: in the first stage, technical efficiency scores for each farm were estimated using the Cobb-Douglas production function; in the second stage, socio-economic and institutional determinants of efficiency were assessed using the Tobit regression model. The results reveal that the average technical efficiency level is 0.868, indicating that farmers have the potential to increase productivity by 13% using existing resources. According to the Tobit model, household size, the practice of tree planting, and the freedom to use fertilizers have a statistically significant and positive impact on efficiency, whereas membership in agricultural clusters has a significant but negative effect. The findings suggest that enhancing technical efficiency requires liberalizing input use, promoting environmentally friendly practices, and improving institutional frameworks.

This article analyzes the current state and current problems of innovative development of regional infrastructure in our country. The process of modernization of infrastructure and the introduction of innovative solutions plays an important role in increasing the economic stability and competitiveness of regions. Therefore, the study examines the main factors affecting the development of regional infrastructure, existing problems and ways to solve them. The analysis shows that the main obstacles to the implementation of infrastructure projects are the lack of financing, outdated technologies, institutional problems and territorial disparities. The article considers the current state of small and medium-sized businesses (SMB) in Kazakhstan on the basis of a comprehensive analysis of state measures to support entrepreneurship in Kazakhstan, identifies the main barriers that hinder its growth and development. Special attention is paid to the problems of lending, taxation and access to information resources. The author considers effective strategies implemented by the government of Kazakhstan within the framework of national programmes and initiatives, and assesses their effectiveness on the basis of available empirical data. International experience is also analysed to identify the most successful incentive mechanisms. The paper offers specific recommendations for improving the institutional environment and developing a comprehensive system of support for priority areas of SME development. The importance of creating favourable conditions for innovation and increasing the export potential of enterprises is discussed. The final part is devoted to strategic planning at the state level to achieve sustainable socio-economic development.

THE ALTERNATIVE FINANCE ECOSYSTEM IN UZBEKISTAN: A STAGED DEVELOPMENT MODEL BASED ON INFRASTRUCTURE AND CAPACITY

The aim of this study is to develop a phased model for the gradual formation of an alternative finance ecosystem in Uzbekistan, taking into account the country’s existing financial market infrastructure, institutional capacity, and available alternative finance instruments. To achieve this objective, the study adopts a predominantly qualitative approach. The analysis results in the formulation of key policy directions and implementation stages for the development of an alternative finance ecosystem in the country. In particular, the study outlines the establishment of an institutional foundation to support alternative finance, the design of a human capital development strategy and the enhancement of awareness in the field of Islamic finance, the phased introduction of Islamic capital market instruments and the preparation and sequencing of development programs.
