THE ROLE OF PRIVATE INVESTMENT IN THE DEVELOPMENT OF PILGRIMAGE TOURISM INFRASTRUCTURE IN UZBEKISTAN

This article examines the role of private investments in the development of pilgrimage tourism infrastructure in Uzbekistan, assessing their economic impact and the influence of recent reforms on the sector. The study employs statistical analysis, comparative (international) analysis, SWOT analysis, and content analysis to evaluate current trends and the investment potential of pilgrimage tourism infrastructure. The findings reveal that private sector involvement is becoming a key driver in modernizing infrastructure, improving service quality, and increasing the flow of pilgrims. In particular, the expansion of public-private partnership mechanisms, digitalization, cluster-based development, and strengthened international cooperation offer new opportunities for the sustainable growth of pilgrimage tourism.

This article examines the efficiency of small business in the service sector of Uzbekistan and its role in ensuring sustainable economic growth. The study highlights the key determinants of development, including government support, infrastructure quality, access to financial resources, and workforce skills. Particular attention is given to the introduction of innovations and digital technologies, which contribute to the optimization of business processes, cost reduction, and market expansion. The analysis shows that despite the positive results achieved, the sector still faces several challenges such as limited access to finance, high competition, and administrative barriers. At the same time, government initiatives aimed at reducing bureaucratic procedures, providing tax incentives, and stimulating the export of services create favorable conditions for further development. It is concluded that small businesses in the service sector have significant potential to expand their contribution to the economy, especially through export development and integration into international markets. The implementation of comprehensive measures will enhance the competitiveness of small enterprises and ensure further diversification of Uzbekistan’s economy.

DYNAMICS AND FACTORS OF SERVICES EXPORTS DEVELOPMENT OF CENTRAL ASIAN COUNTRIES

The export of services plays a crucial role in enhancing the export potential of Central Asian countries and diversifying their export portfolios. This article presents an econometric analysis of the key factors influencing service exports, utilizing statistical data from Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan from 2000 to 2021. The analysis employs various methodologies, including fixed effects, random effects, GLS, and fixed effects with Driscoll-Kraay standard errors. The findings reveal that UNCTAD's ICT index and the category "Private Sector," along with GDP per capita, significantly contribute to the growth of services exports in Central Asian countries. On the other hand, population size negatively affects the volume of services exported by the countries analyzed. Based on the results obtained, recommendations were developed to boost traditional and modern services exports from Central Asian countries.

ORGANIZATIONAL AND LEGAL FOUNDATIONS FOR THE DEVELOPMENT OF SMALL BUSINESS IN AGRICULTURE OF UZBEKISTAN

This scientific article analyzes the organizational and legal framework for the development of small business and private entrepreneurship in agriculture in the Republic of Uzbekistan. The main purpose of the study is to assess the legal conditions created for small business entities operating in the agricultural sector, support measures provided by the state, and their impact on economic development. The article examines the decrees and resolutions of the President of the Republic of Uzbekistan, state programs, and regulatory legal acts aimed at the development of small business and private entrepreneurship as the main sources. These documents pay special attention to issues such as liberalization of entrepreneurial activity, simplification of registration procedures, provision of tax and financial incentives, and expansion of preferential lending mechanisms. These measures serve to create a favorable business environment for the activities of small business entities. During the study, the production volume, share of employment, and place of small business in agriculture in the economy were analyzed based on official statistical data. The results show that small businesses play an important role in providing employment, increasing incomes, and increasing food production in rural areas. In particular, dehkan farms and small enterprises provide the bulk of agricultural production. At the same time, the article also highlights some of the problems that hinder the development of small businesses, including limited access to financial resources, and shortcomings in the infrastructure and logistics system. At the end of the study, practical conclusions and proposals are made for the further development of small businesses in agriculture.

This scientific study is devoted to a comparative analysis of the economic efficiency of tax incentives and subsidy policies in the development of the hotel industry in Uzbekistan and South Korea. The work comprehensively studies the methods of financial stimulation of the hotel sector, their impact on investment attractiveness and regional economic 


growth based on the experience of the two countries. The main objective of the study is to determine the effectiveness of economic instruments that support the development of the hotel industry, in particular, through tax incentives and state subsidies. At the same time, the practical results of public-private partnership mechanisms are also evaluated based on empirical evidence. During the study, the relative advantages of the effectiveness of financial approaches used in Uzbekistan and South Korea are determined; The impact of tax and subsidy policies on reducing interregional disparities and increasing tourism potential is assessed; An incentive model adapted for Uzbekistan, based on international best practices, is developed. This study is of practical and theoretical importance for economists, analysts, tourism decision-makers, investment policymakers, as well as postgraduate researchers. The study not only highlights existing economic and institutional problems, but also puts forward scientifically based proposals for their solution. Therefore, this work serves as a reliable source for creating a sustainable tourism policy. The scientific novelty of the study is the first systematic comparative analysis of the practice of applying tax incentives and subsidies in the hotel industry of Uzbekistan and South Korea. This work identifies the impact of tax incentives on criteria such as investment activity, regional development, and service quality. In addition, an incentive model adapted to national conditions and focused on economic efficiency was developed, and practical recommendations were given for the development of tourism infrastructure based on public-private partnerships.
