This article provides an in-depth analysis of the role, practical application, and prospects of public-private partnership (PPP) mechanisms in regional development. PPP plays a special role in economic growth in the regions, the construction of modern infrastructure, improving the quality of services provided to the population, and improving the investment climate. The study examined the effectiveness of PPP projects and the socio-economic results achieved through them using the example of Kashkadarya region. As a result of statistical data, analysis of regulatory legal acts, and analysis conducted using the comparative method, it was established that cooperation based on PPP serves the widespread introduction of innovative and financial solutions in regional development. At the end of the article, relevant scientific and practical recommendations for improving these mechanisms are given.

The article examines the impact of PPP on economic growth, mechanisms for attracting investment in modern projects, as well as the necessary strategies for increasing export potential.

This article provides an in-depth analysis of public-private partnership (PPP) mechanisms in Uzbekistan, focusing on international best practices and the potential for their adaptation to national conditions. Case studies from the United Kingdom, Turkey, China, Canada, Australia, Singapore, Malaysia, India, UAE, and South Korea are examined, highlighting their advantages, disadvantages, risk management approaches, and institutional frameworks. The paper explores barriers, opportunities, financial and legal aspects of PPP development in Uzbekistan, employing SWOT and PESTEL analyses. Statistical data on investment volumes, job creation, and the impact of PPP on improving the quality of tourism services are included. Finally, the study proposes 10 concrete recommendations for government, private sector, and international stakeholders.

This scientific study is devoted to a comparative analysis of the economic efficiency of tax incentives and subsidy policies in the development of the hotel industry in Uzbekistan and South Korea. The work comprehensively studies the methods of financial stimulation of the hotel sector, their impact on investment attractiveness and regional economic 

growth based on the experience of the two countries. The main objective of the study is to determine the effectiveness of economic instruments that support the development of the hotel industry, in particular, through tax incentives and state subsidies. At the same time, the practical results of public-private partnership mechanisms are also evaluated based on empirical evidence. During the study, the relative advantages of the effectiveness of financial approaches used in Uzbekistan and South Korea are determined; The impact of tax and subsidy policies on reducing interregional disparities and increasing tourism potential is assessed; An incentive model adapted for Uzbekistan, based on international best practices, is developed. This study is of practical and theoretical importance for economists, analysts, tourism decision-makers, investment policymakers, as well as postgraduate researchers. The study not only highlights existing economic and institutional problems, but also puts forward scientifically based proposals for their solution. Therefore, this work serves as a reliable source for creating a sustainable tourism policy. The scientific novelty of the study is the first systematic comparative analysis of the practice of applying tax incentives and subsidies in the hotel industry of Uzbekistan and South Korea. This work identifies the impact of tax incentives on criteria such as investment activity, regional development, and service quality. In addition, an incentive model adapted to national conditions and focused on economic efficiency was developed, and practical recommendations were given for the development of tourism infrastructure based on public-private partnerships.

This article examines the origin of the public-private partnership (PPP) concept, the reasons for the emergence of this mechanism, and its key advantages. Based on the analysis of historical development stages, countries were classified according to their level of development, and principles for selecting appropriate PPP policies for each stage were identified. The main objective of the study is to provide a foundation for guidelines on the effective implementation of PPP policies at the appropriate stage of a country’s development.

This article examines the role of private investments in the development of pilgrimage tourism infrastructure in Uzbekistan, assessing their economic impact and the influence of recent reforms on the sector. The study employs statistical analysis, comparative (international) analysis, SWOT analysis, and content analysis to evaluate current trends and the investment potential of pilgrimage tourism infrastructure. The findings reveal that private sector involvement is becoming a key driver in modernizing infrastructure, improving service quality, and increasing the flow of pilgrims. In particular, the expansion of public-private partnership mechanisms, digitalization, cluster-based development, and strengthened international cooperation offer new opportunities for the sustainable growth of pilgrimage tourism.

This article explores the role of effective collaboration between the public and private sectors in developing the tourism industry. It examines issues related to improving tourism infrastructure, creating new tourist destinations, and attracting more tourists to the country through public-private partnerships (hereinafter referred to as PPP). Additionally, the theoretical foundations of applying PPP mechanisms are discussed.

This article analyzes the mechanisms of using financial instruments in ensuring regional development and their economic effectiveness. The study comparatively studies the models of financing regional development based on the experience of the European Union countries, in particular Poland and Turkey. The article analyzes the institutional foundations of financial instruments, revolving financing mechanisms, the activities of regional development agencies and the economic results of financing systems implemented on the basis of public-private partnerships. According to the results of the analysis, it was found that the effectiveness of financial instruments in regional development depends on their repeatability, targeting and the level of institutional coordination. Also, based on the experience of Poland and Turkey, the importance of using effective models of regional financing, in particular, revolving funds, regional development agencies and innovative financial instruments (venture funds, "green" bonds, sukuk) is substantiated. The results of the study allow us to develop practical recommendations for improving regional development financing mechanisms in Uzbekistan, increasing the economic potential of regions and stimulating investment activity.

This article analyzes advanced international practices in the financial support of Special Economic Zones (SEZs) and justifies the prospects for their application in the context of Uzbekistan. The study examines mechanisms for enhancing the investment attractiveness of SEZs, drawing on the experiences of the United States, China, Japan, Russia, and other countries. These mechanisms include tax and customs incentives, infrastructure projects under public–private partnerships, special investment funds, and credit lines from international financial institutions. Recommendations are provided for increasing regional production efficiency, expanding exports, and creating new jobs by adapting global best practices to national conditions.

The study also highlights the importance of improving the investment climate through international experience, promoting public-private partnerships (PPPs), and investing in infrastructure, digital economy, and green energy. The paper presents practical recommendations for enhancing investor confidence, minimizing bureaucratic barriers, and strengthening legal frameworks to boost foreign direct investment in Uzbekistan.

This article examines the difficulties in creating and improving a sustainable management system in the tourism sector, as shown in the experience of South Korea. The study systematically studies the integration of sustainable development ideas into tourism policy, public-private partnerships, digital management strategies, and methods designed to increase environmental responsibility. It is noted that in South Korea, new technologies, the concept of “smart tourism” and a systematic management approach that takes into account the interests of local communities in tourism management have been developed. The results of the study reveal the possibilities of applying international best practices in implementing a sustainable management system in the tourism sector of Uzbekistan.

It highlights the issues of ensuring the interrelation between the higher education system and the labor market, developing mechanisms aimed at forming students' professional competencies, and facilitating their employment. The article examines the alignment of educational programs with labor market demands, the collaborative participation of the public and private sectors, and the necessity of applying innovative approaches.

This article analyzes the economic efficiency of the railway transport system, its current state, existing problems, and ways to eliminate them. The role of the transport system in the national economy, the need for its innovative development, infrastructure reforms, and digitalization processes are highlighted. Also, based on world experience, proposals were made to improve the efficiency of railway transport.

This article considers the theoretical, methodological and practical aspects of optimizing the economic mechanism for meeting the financial needs of small businesses from the perspective of spatial and regional economics. Using official statistical data for the Kashkadarya region and the Republic of Uzbekistan for 2022–2024, an in-depth comparative analysis of the employment dynamics of small businesses and their share in the overall regional employment structure was conducted. An econometric double linear regression model was identified and validated, which indicates a significant relationship between the expansion of the human resource potential of the sector and its structural advantage in the local labor market (R^2 = 0.934). The very high share of small businesses in regional employment (up to 78.7%) is justified by the need to move from broad lending methods to progressive financial engineering. A conceptual framework is proposed for the development of financial and credit support for small businesses at the meso level, including guarantee funds, syndicated microfinance and public-private investment partnership mechanisms.

В условиях постоянного роста потребности предприятий и населения в транспортно-экспедиторских услугах (ТЭУ) возникает необходимость совершенствования маркетинговых стратегий автотранспортных предприятий, оказывающих данные услуги. Услуги целесообразно подразделять на срочные и несрочные с точки зрения времени, с учетом этого в маркетинговых стратегиях, а также использовать систему государственно-частного партнерства. ГЧП выступает важным направлением оптимального использования имеющихся возможностей и положительного решения ряда задач, обеспечивая стимулирование экономического роста, устойчивое развитие, формирование, восстановление, эксплуатацию и содержание социальной инфраструктуры, повышение качества государственных услуг и расширение свободного доступа к ним, а также создание условий для привлечения финансовых ресурсов частного сектора, включая иностранные инвестиции.

В данной статье проводится комплексный анализ современного состояния промышленности Кашкадарьинской области. В статье на научной основе рассматриваются структура промышленности региона, динамика её развития, основные отрасли и инвестиционные возможности. Также выявляются существующие проблемы в промышленном секторе области, экономические барьеры, возникающие вследствие этих проблем, и возможности внедрения инновационных решений в отрасли. В исследовании использованы статистические данные, экономические показатели и практические примеры. В результате разработаны рекомендации по стратегическим направлениям развития промышленности региона, эффективному использованию ресурсов и развитию государственно-частного партнёрства

In this scientific article, the effectiveness of management mechanisms in diversifying tourism types is analyzed theoretically and empirically. The study examined the dynamics of change in the tourism structural structure based on data from 2020-2024 and applied the Gerfindal–Hirschman Index (TDI) and the Shannon entropy index (EDI) to assess the degree of diversification. Also, the relationship between tourism revenues and infrastructure investments, public-private partnership projects and digital marketing costs was evaluated on the basis of correlation and regression analysis. Empirical results have shown that there is a strong positive correlation between the level of tourism diversification and economic growth. Increased diversification index has been found to accelerate revenue growth. Management intensity and efficiency ratios have confirmed that resource utilization has increased over the years. The results of the study were scientifically substantiated that a comprehensive management approach and institutional coordination in the field of Tourism ensure sustainable economic growth
