THE USE OF FINANCIAL INSTRUMENTS IN FINANCING REGIONAL DEVELOPMENT: A COMPARATIVE ANALYSIS BASED ON THE EXPERIENCE OF POLAND AND TURKEY

This article analyzes the mechanisms of using financial instruments in ensuring regional development and their economic effectiveness. The study comparatively studies the models of financing regional development based on the experience of the European Union countries, in particular Poland and Turkey. The article analyzes the institutional foundations of financial instruments, revolving financing mechanisms, the activities of regional development agencies and the economic results of financing systems implemented on the basis of public-private partnerships. According to the results of the analysis, it was found that the effectiveness of financial instruments in regional development depends on their repeatability, targeting and the level of institutional coordination. Also, based on the experience of Poland and Turkey, the importance of using effective models of regional financing, in particular, revolving funds, regional development agencies and innovative financial instruments (venture funds, "green" bonds, sukuk) is substantiated. The results of the study allow us to develop practical recommendations for improving regional development financing mechanisms in Uzbekistan, increasing the economic potential of regions and stimulating investment activity.

DYNAMICS OF GROSS REGIONAL PRODUCT AS AN INDICATOR OF DEEPENING TERRITORIAL DISPARITIES IN THE REPUBLIC OF UZBEKISTAN

The article presents a comprehensive analysis of the dynamics of gross regional product and GRP per capita across the regions of the Republic of Uzbekistan for the period 2010–2024. Based on statistical data, stable trends towards deepening territorial differentiation have been identified: the coefficient of variation of GRP per capita increased from 42.9% to 70.7%, exceeding the critical threshold of 50% established by international organizations. The gap between the most and least developed regions grew from 3.0 to 5.8 times. A periodization of regional polarization processes has been established, including three waves: moderate trajectory divergence (2010–2016), the beginning of active polarization during the reform period (2017–2020), and a sharp intensification of disparities (2021–2024). Regional clustering by the level of socio-economic development was conducted, identifying three groups: highly developed (Tashkent city and Navoi region), moderately developed (eight regions), and underdeveloped (four regions). The analysis showed that during the study period, not a single case of a region transitioning from one cluster to another was recorded, indicating the structural nature of regional disparities. The research results indicate the need for a radical revision of approaches to regional policy and the development of a comprehensive concept of territorial development.

ANALYSIS OF REGIONAL SOURCES OF FORMATION OF THE LABOR MARKET

The article examines at the regional level such indicators as population size, in particular, growth rates and the share of the economically active population, employment and unemployment levels, changes in the ratio of urban and rural populations, as sources of formation of the labor market. An analysis of regional similarities and differences in the dynamics of these indicators has been carried out. Based on the analysis of the trend in the share of the region's population in the country's population, it is assumed that this social process is an important factor in the economic process associated with the formation of labor resources and optimization of the labor market. In recent years, changes in the ratio of urban and rural populations have been assessed as a factor causing regional differences in the relative rates of the economically active population. It was revealed that the sources of formation of the labor market create a trend of change in the same time periods. It is explained that the jump points of unemployment levels in the regions are connected with the strong fluctuations in the growth picture of the economically active population. This is also based on the fact that the growth rate of the unemployment rate is not collinear with the growth rate of the economically active population.

The study examines indicators such as per capita income, average wages, employment rate, investment volume, and healthcare infrastructure availability. The findings reveal that wage levels and the amount of attracted investments are the main determinants of income growth, while employment rates and healthcare resources exert indirect effects, serving as supplementary drivers of regional welfare. This article analyzes the current state and current problems of innovative development of regional infrastructure in our country. The process of modernization of infrastructure and the introduction of innovative solutions plays an important role in increasing the economic stability and competitiveness of regions. Therefore, the study examines the main factors affecting the development of regional infrastructure, existing problems and ways to solve them. The analysis shows that the main obstacles to the implementation of infrastructure projects are the lack of financing, outdated technologies, institutional problems and territorial disparities. The article also analyzes advanced foreign experience and puts forward effective strategies for the formation of innovative infrastructure. The article also develops scientific and practical recommendations for the development of regional infrastructure and highlights its impact on sustainable innovative development. This article provides an in-depth analysis of the role, practical application, and prospects of public-private partnership (PPP) mechanisms in regional development. PPP plays a special role in economic growth in the regions, the construction of modern infrastructure, improving the quality of services provided to the population, and improving the investment climate. The study examined the effectiveness of PPP projects and the socio-economic results achieved through them using the example of Kashkadarya region. As a result of statistical data, analysis of regulatory legal acts, and analysis conducted using the comparative method, it was established that cooperation based on PPP serves the widespread introduction of innovative and financial solutions in regional development. At the end of the article, relevant scientific and practical recommendations for improving these mechanisms are given.

CURRENT STATUS OF TOURISM SERVICES EXPORT IN UZBEKISTAN AND OPPORTUNITIES FOR ITS DEVELOPMENT: AN APPROACH BASED ON STATISTICAL ANALYSIS

This article analyzes the current state of tourism services export in the Republic of Uzbekistan using statistical methods. It examines export data from 2018 to 2024, focusing on key service types and regional trends. The results show that tourism services rank second among all service exports and are predominantly oriented toward neighboring CIS countries. The research employs SWOT, structural, comparative, and time–series analysis. Based on the findings, the paper presents recommendations to boost tourism exports by improving infrastructure, leveraging digital marketing, enhancing regional diversification, and utilizing informal institutions.

ENERGY EFFICIENCY AND ENERGY CONSUMPTION STRUCTURE IN THE REGIONS OF UZBEKISTAN: ANALYSIS AND ECONOMIC PROSPECTS

The article provides a comparative analysis of energy efficiency and the structure of fuel and energy resource consumption (FER) by region in the Republic of Uzbekistan. Based on statistical data for 2024, significant interregional disparities have been identified: the energy efficiency indicator varies from 1.3% in the Andijan region to 8.0% in the Tashkent region. It was found that the high level of energy efficiency in a number of regions (Karakalpakstan, Kashkadarya region) is associated with an excessive dependence on fossil fuels (more than 73%), which poses risks to environmental sustainability. Based on cluster analysis, groups of regions with similar consumption profiles were formed, for each of which differentiated policy measures were proposed. Recommendations are given on improving the efficiency of energy use, diversifying the energy balance and integrating digital solutions in the context of the transition to a “green economy”.

TAX BENEFITS AND SUBSIDIES IN THE HOTEL INDUSTRY OF UZBEKISTAN AND SOUTH KOREA: ECONOMIC EFFICIENCY ANALYSIS

This scientific study is devoted to a comparative analysis of the economic efficiency of tax incentives and subsidy policies in the development of the hotel industry in Uzbekistan and South Korea. The work comprehensively studies the methods of financial stimulation of the hotel sector, their impact on investment attractiveness and regional economic 


growth based on the experience of the two countries. The main objective of the study is to determine the effectiveness of economic instruments that support the development of the hotel industry, in particular, through tax incentives and state subsidies. At the same time, the practical results of public-private partnership mechanisms are also evaluated based on empirical evidence. During the study, the relative advantages of the effectiveness of financial approaches used in Uzbekistan and South Korea are determined; The impact of tax and subsidy policies on reducing interregional disparities and increasing tourism potential is assessed; An incentive model adapted for Uzbekistan, based on international best practices, is developed. This study is of practical and theoretical importance for economists, analysts, tourism decision-makers, investment policymakers, as well as postgraduate researchers. The study not only highlights existing economic and institutional problems, but also puts forward scientifically based proposals for their solution. Therefore, this work serves as a reliable source for creating a sustainable tourism policy. The scientific novelty of the study is the first systematic comparative analysis of the practice of applying tax incentives and subsidies in the hotel industry of Uzbekistan and South Korea. This work identifies the impact of tax incentives on criteria such as investment activity, regional development, and service quality. In addition, an incentive model adapted to national conditions and focused on economic efficiency was developed, and practical recommendations were given for the development of tourism infrastructure based on public-private partnerships.

STATISTICAL ANALYSIS OF THE DYNAMICS AND TRENDS OF MORTALITY RATES IN THE REPUBLIC OF KARAKALPAKSTAN

This article examines the dynamics of absolute and relative mortality rates of the
population of the Republic of Karakalpakstan over a 20-year period, and compares the position of these indicators in cities and villages. Also, in the context of regional cities of the Republic of Karakalpakstan, mortality rates were analyzed through cross-comparison, the indicators of regional cities were examined based on international criteria, and the causes of death of the deceased were analyzed. In addition, the dynamics of infant mortality in the Republic of Karakalpakstan was studied and an analysis was carried out of the causes of death by year, as well as those who died under the age of 1 year. A comparison and analysis of the dynamics of life expectancy at birth in the Republic of Karakalpakstan in recent years has been carried out, and
conclusions and proposals have been made based on all the analyses.

INTEGRATION OF SUSTAINABLE DEVELOPMENT GOALS (SDG) INTO THE REGIONAL DEVELOPMENT STRATEGIES OF UZBEKISTAN

This article examines the issues of integrating the United Nations Sustainable Development Goals (SDG) into the regional development programs of the Republic of Uzbekistan. The study applied content analysis to more than 20 normative-legal documents adopted between 2017 and 2023. The results indicate that in some regions the principles of the SDG are strongly embedded, while in others they are only mentioned at a general level. The paper identifies differences in the degree of integration across regions and provides recommendations for strengthening conceptual approaches, adapting indicators, and enhancing interregional cooperation.

This article analyzes the legal foundations, methodology and initial results of implementing the stability rating system for business entities in Uzbekistan. The aim of the study is to explain the essence of the rating system, to identify changes in the assessment criteria and to determine their impact on tax compliance and the stability of the business environment. Methodologically, the research employs descriptive and analytical analysis, a comparative approach based on international experience, diagnostic assessment and digital monitoring techniques. The empirical base relies on the information systems of the State Tax Committee, official statistical data and national regulatory acts. The findings show that, after the introduction of the stability rating, there has been a significant increase in timely tax payments, on-time submission of tax reports, the use of electronic invoices, overall employment and the employment of socially vulnerable groups. Furthermore, the paper substantiates that calculating the rating on the basis of 30-day average scores and introducing new incentive and penalty indicators have enhanced the transparency of the system and expanded the possibilities for selective fiscal management. The author proposes further improvement of the rating system, taking into account sectoral and regional specificities, as well as its more active use in the practices of banks, investors and public procurement.

PANEL ANALYSIS OF THE UZBEK FISHING INDUSTRY: BASED ON TWO-WAY FE AND LOG TREND MODELS

The dynamics of production of products based on panel data for 2010–2024 for 3 regions of the Republic of Uzbekistan are econometrically modeled. The study analyzes time-specific structural changes by region using Two-Way Fixed Effects (FE) and Log Trend Interaction models. According to the results of empirical analysis, it is possible to increase the rate of variation in fishery production by 78.8%. The increased econometric forecasts for 2025–2027 indicate that the sector's production will continue to grow and regional growth dynamics will develop.

THE IMPACT OF TOURISM ON SOCIO-ECONOMIC DEVELOPMENT

This article provides a comprehensive analysis of the impact of tourism on socio-economic development based on theoretical and empirical studies. The research considers tourism as an important driver of economic growth and examines its influence on gross domestic product growth, employment expansion, foreign currency earnings, infrastructure development, and the enhancement of regional economic activity on the basis of scientific sources. From a methodological perspective, the article employs methods of literature review, comparative analysis, and synthesis of empirical results. The findings indicate that the economic efficiency of tourism is directly dependent on a country’s institutional environment, the level of infrastructure development, and the quality of governance. In addition, it is substantiated that through the multiplicative effect of tourism, additional sources of economic growth and employment are generated in other sectors of the economy. The conclusions drawn are of significant practical importance for the scientifically grounded formulation of tourism policy and the development of practical recommendations aimed at ensuring the sustainable development of the sector.

RECOMMENDATIONS ON THE POLICY OF UZBEKISTAN'S PARTICIPATION IN TRADE AGREEMENTS

The article analyzes the economic foundations of Uzbekistan's integration into the international trading system, in particular, the policy of participation in the World Trade Organization. The study reveals the impact of trade agreements on exports, investments and competitiveness. The importance of inclusiveness, institutional coordination and stakeholder participation in the formation of trade policy based on international and regional experience is highlighted. The empirical analysis is carried out using a panel regression model based on data for Uzbekistan, Kazakhstan and Kyrgyzstan for 2000–2024. The results show that WTO membership increases GDP by an average of 17%. It is also found that WTO membership improves the investment climate, increases export diversification and accelerates institutional reforms. According to the forecast analysis, by 2030, Uzbekistan's GDP could reach 245 billion US dollars under WTO membership. The article also focuses on the potential social and cross-sectoral risks of trade liberalization and provides practical recommendations for a balanced trade policy.
