The article introduces the authorʼs definition of the content of “cash flows" and suggests additional qualitative indicators of cash flows: intensity, liquidity, balance. The theoretical provisions of the methodology for analyzing cash flows in business entities have been supplemented. That is, the authorʼs definition of the content of “cash flows” is given and additional qualitative indicators of cash flows are disclosed. As a result of the research, the concepts of management and analysis of cash flows have been improved using formulas of intensity, liquidity, and equilibrium.

CHALLENGES OF DIGITAL TRANSFORMATION IN PRIMARY HEALTHCARE INSTITUTIONS IN UZBEKISTAN: A QUALITATIVE STUDY

Digital technologies are gradually becoming part of healthcare management and service delivery in Uzbekistan. In recent years, primary healthcare institutions have started using digital medical systems intended to simplify patient registration, improve access to medical information, and reduce paperwork. Despite these expectations, the implementation process has not always been smooth at the operational level. Healthcare workers often face technical, organizational, and administrative difficulties while using digital systems in daily practice. This paper examines the major challenges affecting digital transformation in primary healthcare institutions in Uzbekistan through a qualitative approach. Semi-structured interviews were conducted with healthcare personnel working in primary healthcare settings. The findings show that unstable internet connection, system failures, excessive workload, incomplete system functions, and weak organizational support continue to affect the effectiveness of digital healthcare services. At the same time, participants acknowledged several positive aspects of the system, including online access to medical certificates and laboratory results. The study suggests that digital healthcare implementation cannot be understood only as a technological process. Organizational conditions, staff workload, management practices, and patient readiness also influence implementation outcomes. The findings provide practical insights for improving digital healthcare implementation in Uzbekistan.

In contrast to traditional measures focused solely on GDP growth, qualitative economic growth emphasizes sustainable development, structural diversification, productivity growth, income equality, and social well-being. The study analyzes Uzbekistan's economic trajectory over the past decade, focusing on improvements in industrial production, investments in human capital, technology adoption, and institutional reforms. Using qualitative and quantitative data, the article assesses how macroeconomic stability, structural reforms, and regional development initiatives contribute not only to the volume but also to the quality of growth. The article concludes with recommendations for improving the quality of growth, including diversifying the economy, developing high-value industries, strengthening social protection, and improving governance efficiency.

DIGITAL TRANSFORMATION OF PUBLIC ADMINISTRATION IN UZBEKISTAN: REFORM PHASES, PLATFORMIZATION, AND PUBLIC SERVICE MODERNIZATION

Uzbekistan has accelerated the digitalization of public services through legal reforms, infrastructure investments, and the expansion of unified service channels. However, international research shows that simply increasing the service catalog does not lead to meaningful transformation unless back-office interoperability, data governance, and user-centered design help reduce document burdens and procedural uncertainties. This paper presents a three-wave maturity model of Uzbekistan’s progress: (1) establishing basic infrastructure and internal digitization; (2) platform development and hybrid service delivery via a unified portal and one-stop shops; and (3) moving toward data-driven, proactive services based on life events. Using qualitative analysis of documents, institutional mapping, and benchmarking against OECD/UN/World Bank frameworks, the study links each stage’s enablers to expected outcomes like efficiency, transparency, and inclusion, as well as key risks such as data quality issues, interagency coordination gaps, cybersecurity and privacy threats, and uneven adoption. An analytical matrix highlights priority policy actions, including clearer data stewardship, enforceable interoperability standards, security-by-design, and institutionalized user experience (UX) standards integrated into administrative procedures and remedy mechanisms. Lessons from India’s digital public infrastructure show how reusable core components can accelerate scaling while also heightening governance requirements for accountability and trust.
