This article examines effective ways of using state budget funds for the development of professional training of management staff in higher education institutions. The research analyzes the legislative framework of the Republic of Uzbekistan, international best practices in budget allocation, and develops practical recommendations for optimizing financial resources. The article explores performance-based budgeting mechanisms, transparency principles, and institutional capacity building approaches. Special attention is given to the relationship between budget allocation efficiency and the quality of leadership development programs. The study demonstrates that strategic allocation of state budget resources, combined with institutional autonomy and accountability mechanisms, creates conditions for sustainable development of management competencies in higher education.

This article covers the analysis of legal frameworks for the organization of initiative budget processes and the analysis of the projects implemented in the process of “Initiative Budget” conducted through the “Open Budget” information portal.Proposals have also been developed for a co-financing mechanism, which would allow initiators to use the money spent on collecting votes to finance the project.
The article analyzes the sources of revenue of the state and local budgets, the changes in their relative proportions, and their share in the structure of the state budget. The dynamics of changes in real estate values, as well as the share of property and land taxes in local budget revenues, are examined. During the research process, the relationship between tax revenues and budget stability was analyzed based on statistical data. The article develops scientifically grounded proposals aimed at strengthening the revenue base of local budgets and improving the taxation system.
Modern financial science pays considerable attention to the study of the impact of fiscal policy on social development. The quality and timeliness of decision-making on the formation and implementation of budget policy affect the balance of public finances, the level of effectiveness of state regulation of socio-economic processes. Budgetary policy affects the effectiveness of financial and economic transformations in the public finance system, provides financing for the structural restructuring of the economy, stimulating the development of its priority sectors, accelerating the intensification of production and the level of development of society.
Ensuring sustainable economic growth in Uzbekistan by diversifying the structure of the economy and enhancing competitiveness, consistent implementation of market mechanisms in all sectors of the economy, reducing poverty and improving the welfare of the population, accelerated development of the digital economy, transformation of state-owned companies, and reducing state participation in the economy are the priorities of the economic reforms currently underway. Within the framework of these economic reforms, such issues as improving budget policy and improving the efficiency of using budget funds occupy an important place. In reliance upon the considerations specified above, this article analyzes the theoretical aspects of improving the effectiveness of budget policy.
This article covers the essence of state debt, its types, financial sources, the differences between foreign investment and state external debt. The article also describes in what cases and for what purposes the state resorts to debt obligations. The article analyzes the economic and financial situation of the debts received by Uzbekistan, and indicates from which countries and foreign financial institutions the amount of debt was received. It also provides a statistical analysis of the sectors and areas to which debt obligations received by Uzbekistan are directed.
In the article, the composition of local budget revenues, the role of land tax, which is considered as a local tax, in the budget-tax policy, scientific and theoretical views on the formation of local budget revenues, as well as the organizational, legal and financial foundations of the formation of local budget revenues, the existing land tax in the conditions of tax reforms carried out in our republic today, in particular, the characteristics of these taxes, the experience of foreign countries in order to further improve the effective and productive use of land.
The scientific article highlights the theoretical foundations of the effectiveness of state financial control conducted in budgetary organizations. Data on the distribution of funds coming from the budget by region, budget audit, budget control and expertise were touched upon. In addition, a number of financial audits have been conducted and analyzed.
Socio-economic sustainable development of regions, reduction of differences between regions, strengthening of the revenue base of local budgets is one of the important directions of the state economic policy implemented in Uzbekistan today. The article focuses on the importance of public finance in a market economy, reflects the essence of the reforms carried out by the government of developed foreign countries in the field of improving the efficiency of public finance management at the current stage of the economy, analyzes the results of the rating conducted by international financial organizations in the field of openness of budget indicators. The analysis showed that the promising foreign experience in public finance management is the active introduction of results-based budgeting, the development of a model for evaluating the effectiveness of public finance management, the formation of fiscal rules, improving budget planning, increasing budget transparency, etc.
The article discusses the issues of results-oriented budgeting. Results-based budgeting in a complex nonlinear system requires the formation of a clear financial goal. This also requires the formation of some basic indicators to determine even non-financial factors, norms, values that can be converted into budget revenues and expenses. The purpose of budget formation and execution is to achieve specific results in accordance with the strategic directions, goals and objectives of state budget policy. The author proposes a model for combining budget management with the “target funnel (vortex)” method, which ensures that budget expenditures are directed towards a target with the efficiency of their use in the financial and economic space. Performance management requires the work to be done to achieve them and the resources that must be expended in the process of doing that work. The paradigm that integrates the management of these three components is performance budgeting. The hallmark of results-based budgeting is flexibility. This flexibility allows the program administrator to adjust the annual financial plan based on the results of systematic monitoring of management activities, decision-making and measures to further improve public administration. It will also be possible to reward subjects who achieve the best results.
This article discusses the issues of effective use of budget funds when improving the social protection system. In particular, the scientific works of domestic and foreign scientists on this matter have been studied. The execution of state budget funds is analyzed and ways of using result-oriented budgeting to ensure the efficiency of social sector expenditures in the budget system are considered. Conclusions and proposals are formulated.
This article examines the strengthening of the revenue base of local budgets in the Republic of Uzbekistan, the volume of interbudgetary transfers allocated from higher-level budgets to lower-level budgets, and the mechanisms for managing them. The study analyses the dynamics of local budget revenues and expenditures and substantiates the need to increase revenues and ensure the efficient use of financial resources. In addition, the article develops scientific proposals and practical recommendations aimed at maintaining budget stability in cases of imbalance between local budget revenues and expenditures, particularly by improving the effectiveness of transfers.
This article examines the issues of financial support for the social sector. The study outlines the economic essence of the social sphere, its main funding sources, and its place within the state budget system. The role of fiscal policy in shaping social expenditures and supporting social development is also analyzed. The research employs both descriptive and econometric methods. Using a multiple regression model, it evaluates the impact of tax revenues, budget deficits, and inflation indicators on the share of social expenditures. The findings made it possible to develop certain scientific conclusions and practical recommendations aimed at improving the efficiency of social sector financing.
This article has been developed in order to prepare a forecast of resource tax revenues to the State budget and state trust funds (taking into account the principles and practical experience of foreign countries), as well as ensuring the provision of resource tax revenues to the state budget and compliance with tax laws within the framework of the implementation of the state tax policy, aimed at ensuring control over the correct calculation, full and timely payment of taxes and fees.
This scientific article analyzes the theoretical foundations, economic mechanisms, and institutional aspects of supporting the participation of state-owned enterprises in financial markets. Based on empirical and statistical data, the study demonstrates that the participation of state-owned enterprises in capital markets contributes to increasing market liquidity, attracting long-term investment resources, and reducing the burden on the state budget. In particular, the role of the public sector in capital markets is revealed through the analysis of IPO and SPO activities as well as corporate bond issuance dynamics. The research findings indicate that supporting the participation of state-owned enterprises in financial markets is a key factor in strengthening financial stability, developing market infrastructure, and ensuring the long-term growth of the national economy.
This article analyzes the regulatory legal framework related to the National Sustainable Development Goals (NSDG) and evaluates the current state of budget expenditure tagging aligned with these goals. It highlights potential challenges in tagging budget expenditures to correspond with the NSDG and proposes recommendations for implementing a structured tagging procedure. Additionally, the article emphasizes the importance of integrating the tagging process with specific tasks under the NSDG framework, rather than focusing solely on overarching goals. This approach facilitates data-driven decision-making by enabling targeted allocation of funds, identifying NSDG areas that require additional financing, and assessing the effectiveness of expenditures. Examples are provided to illustrate how task-oriented tagging enhances budget planning and resource utilization.
This article is devoted to the analysis of the importance of large tax-paying enterprises in the formation of the Republican budget and the share of taxes paid by them in the formation of the total budget revenues. Also, the article highlights the issues of improving the tax administration in large enterprises, as well as the criteria for identifying large taxpayers. The article draws conclusions based on comparative analysis of the effectiveness of the interregional tax inspection on established large taxpayers, deficiencies in the tax administration of legal entities and the reasons for their occurrence, and sheds light on the recommendations for practical problems, taking a model from foreign experiences

Procedural and practical recommendations were offered to increase the importance of taxation of individual incomes in the formation of budget revenues. In addition, a study was conducted on the current state of taxation of individual entrepreneurs and self-employed persons, studies of economists were studied within the scope of the topic, and conclusions and proposals were formed.
This article examines the role and significance of tax control measures in ensuring the stability of the state budget. The dynamics of taxes collected as a result of tax authority inspections during 2019–2024 are analyzed, revealing the fiscal efficiency of tax control in managing public finances. Based on the scientific views of both foreign and domestic scholars, the study highlights the digital transformation of tax control, risk-based approaches, and preventive monitoring mechanisms. The paper proposes recommendations for improving tax audits, enhancing transparency, and applying analytical assessment of audit outcomes. The research findings have essential scientific and practical importance for improving tax policy and strengthening budgetary sustainability.
In recent years, the world has been paying special attention to scientific research aimed at improving the mechanism for collecting value-added tax. This article covers issues such as ensuring the mutual consistency of monetary and fiscal-tax policies, bringing tax administration in line with modern requirements, strengthening the role of value added tax in the formation of budget revenues, creating a “continuous value chain”, and preventing illegal income and expenses.
Excise tax is a critical component of government revenue and makes a significant contribution to government revenues around the world. This tax is imposed on specific goods, such as alcohol, tobacco and fuel, in order to generate revenue and regulate consumption. This article provides the composition of excise tax payers, the role of excise taxes in generating state budget revenues of the Republic of Uzbekistan, as well as recommendations for improving the efficiency of administration of this tax.
The article analyzes existing methodologies for assessing the effectiveness of incentive tax benefits in regions and identifies their advantages and disadvantages. It is substantiated that the assessment of the effectiveness of incentive tax benefits is aimed at determining the correlation between losses in budget revenues and the economic benefits arising for the state and taxpayers, as well as making decisions to extend, adjust, or cancel the benefit. It is demonstrated that the assessment of tax benefit effectiveness should be carried out based on budgetary, economic, and social criteria, and the assessment process should be conducted stage-by-stage. Based on the research results, an assessment methodology based on an integral coefficient and covering the main efficiency criteria is proposed. This allows for a comprehensive assessment of the budgetary, economic, and social consequences of tax benefits at the local level, as well as making well-grounded management decisions.
