In this article, the issues of scarcity of water resources in agriculture, the urgency of transferring all irrigated agricultural fields to fully water-saving technologies, the widespread application of market mechanisms to the sector, measures to further increase incentive mechanisms for farmers and farmers who have introduced water-saving technologies, and the economic efficiency of rain-fed irrigation in wheat fields are discussed. and the scientific and technical conclusions of increasing productivity and reducing the cost of products along with eliminating the water shortage are described with specific examples and the necessary conclusions and suggestions are given.
