The ways of the process of subsidizing universities within the framework of state finances in direction to universities and students have been studied on the basis of many studies. This article analyzes the main trends in the organization of subsidizing higher education in Uzbekistan, in recent еars in the direction to universities and students. Based on the analyses and studies, conclusions and proposals were made to change the features and aspects of the main areas of subsidization.
Internationalisation has become a prime factor of competitiveness in the sphere of higher education, shaping global presence, image and abilities to employ graduates. In the case of emerging economies, it presents an opportunity to enter the global academic communities and be rated in world rankings. The aim of this paper is to address the issue of how the internationalisation enhances the competitiveness of universities in Uzbekistan through the interviews held and by referring to the relevant body representatives of different universities. The results indicate that, as much as Uzbek universities have embraced internationalisation, the challenge in their governance, allocation of resources and language capacity still exist. Internationally affiliated institutions like the Westminster International University in Tashkent (WIUT) and Webster University in Tashkent (WUT) can make use of international networks more efficiently in contrast to nationally based universities, which use strategies based on small steps, including the mobility programmes, and faculty training in foreign countries. The paper supports the view that the current internationalisation in Uzbekistan cannot be considered as a sustainable competitiveness issue unless it is integrated into the processes of teaching, research, and governance in the country.
In Uzbekistan, many universities are making a lot of money from students' fees. Income from payment contracts is the main way Tashkent State University of Economics funds its activities. This means we need to make big changes to expand and diversify what we do. The study found that colleges and universities don't properly consider the important tasks needed for their growth when planning their finances. This situation needs better money planning in colleges and universities, using new methods that fit today's needs.
The gap analysis of Uzbekistan's Science, Technology, and Innovation (STI) parks reveals several important areas that need focus and enhancement. The current performance of these parks reflects mixed outcomes in driving innovation and economic growth, facing considerable challenges in achieving effective collaboration among research institutions, industries, and government policies. The main findings show that although Uzbek STI parks have made progress in business incubation, they still fall short in fostering significant technological advancements and diversifying the economy. Key obstacles include inadequate collaboration between universities and industries, limited access to venture capital, and a weak entrepreneurial culture. The report highlights that successful STI parks thrive within a strong regional ecosystem, marked by a dynamic entrepreneurial spirit, active engagement from research institutions, and comprehensive support for startups. Creating these favorable conditions will be essential for Uzbekistan. Strategic suggestions involve strengthening the capabilities and engagement of STI park management, enhancing access to financial resources, and improving connections between universities and the private sector. The recommendations are categorized into those based on global best practices and those addressing the unique challenges faced by stakeholders in Uzbekistan's innovation system. By tackling these gaps with focused policy initiatives and capacity-building efforts, Uzbekistan can utilize its STI parks to foster greater technological innovation and economic development, in line with successful practices seen in other STI parks around the world.

This situation determines the relevance of studying and analyzing the regulatory framework, which will allow reforming the higher education system, monitoring, evaluating and ensuring the quality of education in all aspects, both theoretically and practically. Accordingly, the article highlights such issues as the active participation of universities in the development of a science-based economy, innovative teaching methods, the establishment of an inextricable connection with the business sector, and the direct implementation of research work carried out at the university into production.

The purpose of this research is to study the impact of cross-border e-commerce development under the regional economy of Inner Mongolia on the construction of higher vocational education majors in the autonomous region. Taking the cross-border e-commerce profession of higher vocational education as the research object, it analyses the current situation of cross-border e-commerce professional curriculum and teaching quality of higher vocational education in Inner Mongolia by investigating the demand for relevant talents in the cross-border e-commerce industry in the region, and constructs the core curriculum standard of cross-border e-commerce profession of higher vocational education in Inner Mongolia on this basis. In addition, the implementation scheme of cross-border e-commerce professional core curriculum is explored and the assessment method is proposed. In order to provide reference value for talent cultivation of cross-border e-commerce development under the regional economy of Inner Mongolia.

The article highlights the significant impact of the introduction of innovation into industry and the transfer of production to a high-tech process on this basis, which in turn has had a significant impact on business development, based on specific analyses of the experience of foreign countries. What innovative directions and approaches were applied to the development of industry and business in America, Germany, Japan, South Korea, China and France were studied. In these countries, the university-business and state-business principles were mainly used, that is, it was considered important to offer universities scientific developments and startup projects for the production of innovative products in order to bring industry and business to a new level. This process has retained its position even now. Also, the fact that the state strongly protects and encourages business entities in these countries is cited as the most important factor in bringing industry and business to a new level, and analyses show that this is exactly what happens in practice. For us, we have confirmed that the university-business, state-business principle is the most important factor in the development of industry and business.
