MANAGEMENT OF INVESTMENT PROJECTS BASED ON TIME AND EFFICIENCY ASSESSMENT

This research paper sheds light on how time and efficiency factors are evaluated in the process of managing investment projects. The main focus is on the opportunities to obtain economic benefits by increasing efficiency and shortening project implementation periods during the project life cycle. This topic is very relevant today and is considered as one of the main criteria for successful implementation of projects and increasing their economic efficiency. Decision-making on investment projects is often time-constrained and requires effective planning and management.
Theoretical and practical aspects of project management were studied in the research. In particular, efficiency criteria were analyzed to increase the time-saving opportunities and profitability of the projects. The impact of time management on the project economy has been thoroughly studied, and the possibilities of obtaining economic benefits by reducing the time in the implementation of various projects have been considered. The study analyzes the factors necessary to improve the effectiveness of project management, including the optimal allocation of financial resources, manpower and technological infrastructure. The impact of proper planning and effective use of time in project management on the investment process is shown using practical examples. In addition to theoretical foundations, examples based on Uzbekistan and international experience are presented in the work

A MODEL FOR ASSESSING THE ECONOMIC EFFECTIVENESS OF DIGITAL DISTANCE LEARNING PLATFORMS BASED ON COST, STUDENT ENGAGEMENT AND EDUCATIONAL QUALITY INDICATORS

Over the past decade, digital distance learning platforms have become a key element of the global education services market, which reached approximately USD 369.7 billion in 2024 and is projected to exceed USD 731.8 billion by 2034. The article proposes an analytical model for assessing the economic effectiveness of distance learning platforms, taking into account three groups of indicators: costs (licensing, infrastructure, content, and support); student engagement (user activity, time on platform, course completion rate); and the quality of educational services (satisfaction, academic performance, career outcomes). A comparative economic analysis is conducted based on data from Coursera, edX, Udemy, LinkedIn Learning, and Khan Academy for 2023–2024. It is shown that the introduction of digital platforms enables educational institutions to reduce operating costs by 20–35% while simultaneously increasing the accessibility of education. The findings are applicable for managing the quality and financial sustainability of educational programs in the Republic of Uzbekistan.

FINANCIAL EFFECTIVENESS OF AUTHORIZED ECONOMIC OPERATOR STATUS: AN ANALYSIS OF THE USE OF THE DEFERRED PAYMENT BENEFIT

Настоящее исследование посвящено эмпирическому изучению динамики использования одного из значимых финансовых преимуществ института уполномоченного экономического оператора (УЭО), внедрённого в Республике Узбекистан с 2019 года, а именно механизма отсрочки уплаты таможенных платежей. Анализ, проведённый на основе данных грузовых таможенных деклараций 96 действующих предприятий, имеющих статус УЭО, за 2021–2025 годы, показал, что доля сумм таможенных платежей, уплаченных с отсрочкой, увеличилась с 9,95% в 2021 году до 33,66% в 2023 году, после чего стабилизировалась на уровне 24,51% в 2025 году. В разрезе категорий выявлена выраженная дифференциация: предприятия I категории используют льготу по отсрочке уплаты таможенных платежей на уровне 9,9%, тогда как предприятия более высоких категорий — I и II, II, III категорий — на уровне 28,9%.

A NEW THEORETICAL CONSTRUCTION OF VOCATIONAL INTERESTS IN THE CHINESE CULTURAL CONTEXT: THE WBCI SIX-DIMENSIONAL HIERARCHICAL MODEL

Vocational interest theory has long been dominated by Holland’s RIASEC model. Although its simplicity, interpretability, and practical usefulness remain influential, its broad-band categories are increasingly unable to capture finer-grained differences in contemporary occupational structures and non-Western cultural contexts. This article proposes the WBCI six-dimensional hierarchical model, composed of six first-order dimensions and twelve second-order factors, to reflect the Chinese cultural context and occupational ecology. The model highlights functionally important distinctions that are often compressed in traditional classifications, such as influential interaction versus supportive interaction, technical construction versus normative execution, and business expansion versus transactional allocation. This purely conceptual article systematically clarifies the theoretical gaps addressed by WBCI, its construct boundaries, its comparative relationship with existing models, and its future validation path. WBCI provides a theoretically clearer, more culturally embedded, and more operational framework for vocational assessment, career counseling, major selection, and occupational matching.

METHODS OF USING PANEL DATA IN MODELING THE ACTIVITY OF AGRICULTURAL CLUSTERS

Econometric modeling is of great importance in ensuring the effective development of agroclusters and assessing their impact on economic processes. This article considers the theoretical and practical aspects of using panel data in analyzing and optimizing the activities of agroclusters. Since panel data takes into account time and territorial factors, it allows studying the short- and long-term dynamics of agroclusters. The article analyzes econometric approaches such as the use of simultaneous systematic models, solving the endogeneity problem using this modeling method, and applying cointegration methods. The research results serve as a scientific and practical basis for ensuring the sustainable development of agrocluster networks, making effective management decisions, and optimizing inter-cluster integration processes.

THE INTERCONNECTION OF FINLAND’S FINANCIAL LITERACY EDUCATION SYSTEM WITH OTHER COUNTRIES

This article is dedicated to the consideration of important issues of increasing the level of financial literacy in the educational system of Uzbekistan, especially in school education, and to the study of advanced foreign experiences. The article analyzes the financial literacy programs of Finland and examines ways of adapting them to the conditions of Uzbekistan and other countries. Emphasizing that financial literacy has a positive effect on the economic stability and well-being of the population, the research notes the need for public and private sector cooperation, the organization of special courses and training in educational institutions, as well as the use of modern technologies. Proposals and recommendations developed on the basis of Finnish experiences are of great importance in the formation of practical programs aimed at increasing financial literacy in the school education system of Uzbekistan. Today, the teaching experience of the pedagogues of their countries is embodied in the Finnish education system. After all, for more than ten years, 15-year-old students in this country have regularly shown very good results in the PISA international assessment program. The success of Finland is the teachers. Their status and independence are ensured for high-quality training. Education policy is aimed at equality. It should be mentioned that the location and climate of Finland have an impact on its economy.

THE ROLE OF INTERNATIONAL RATINGS AND INDICES IN INCREASING THE ATTRACTIVENESS OF THE INVESTMENT ENVIRONMENT IN THE COUNTRY

This study examines the relationship between key macroeconomic indicators,
including the Human Development Index, Gender, Business, and Law indices, as well as the ease of doing business index and import level, with the inflow of foreign direct investment into Uzbekistan. Using OLS regression, correlation analysis, cointegration tests, and other econometric techniques, the analysis reveals that changes in the Human Development Index, Gender Index, Business and Legal index, and Import level positively correlate with foreign investment inflows. This suggests that human development, gender equality, business environment, and improved import policies play crucial roles in attracting foreign investments.

THE IMPACT OF ECONOMIC GROWTH ON AIR POLLUTION IN UZBEKISTAN: AN EMPIRICAL ANALYSIS

This article examines the relationship between economic growth and air pollution in Uzbekistan, which has achieved rapid economic development in recent years. Using data from 2000 to 2020, we used econometric methods to examine the impact of economic growth on air pollution. Our results show that economic growth has a positive and significant effect on air pollution in Uzbekistan, suggesting the existence of the Environmental Kuznets Curve (EKC) hypothesis. However, the relationship between economic growth and air pollution is not linear, and the tipping point at which economic growth begins to reduce air pollution is not yet clear in Uzbekistan. Our findings have important policy implications for the sustainable development of Uzbekistan's economy and the reduction of air pollution.
